- Description
- The Department of Transportation, Federal Railroad Administration (FRA), Track Research Division has a requirement to acquire contractor services in support of the following: 1) Research and Development efforts for the Final Phase of the Ground Penetrating Radar (GPR) Project; 2) GPR application implemented in the railroad industry and 3) deployment of the GPR Equipment in FRA’s Research Vehicle. The contractor shall provide all materials, labor and facilities required to meet these requirements. This requirement consists of applying previously demonstrated methods of collecting ground penetrating radar data in order to develop a quantitative assessment of the ballast and sub-ballast conditions, including accurate assessment of its physical state and degree of ballast fouling, the main indicator of ballast degradation. Specific requirements will be further defined by individual task orders. The period of performance for this contract will be approximately 36 months. The anticipated contract type for this effort is Indefinite Delivery/Indefinite Quantity, cost sharing arrangement. All responsible sources are reminded that this is a cost sharing type contract and available federal funding for the Final Phase in FY 04 is three hundred fifty thousand dollars ($350,000.00). The solicitation and any related documents for this procurement will be made available to interested parties through electronic media for downloading via the Internet at Federal Business Opportunities (FedBizOpps) at http://www.fedbizopps.gov. No paper copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the Internet site for the release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provisions. Any questions must be submitted to Earnest.Jenkins@fra.dot.gov, no later than May 20, 2004. This is an unrestricted solicitation, and all responsible sources may submit a proposal that will be considered by the agency. Tentative procurement milestones for this requirement are: (1) Issuance of the RFP on or about May 1, 2004; (2) Proposals due on or about June 15, 2004; (3) Contract award on or about August 3, 2004. These tentative milestones are provided for contractor planning purposes and are subject to slight variations by the Government.
