Description
Pursuant to Section 301(a) of the Energy and Water Development Appropriations Act of 2004 (PL 108-137), and the Federal Register announcement of January 27, 2004, the U.S. Department of Energy (DOE) is seeking a contractor to manage and operate the Ernest Orlando Lawrence Berkeley National Laboratory (LBNL), in Berkeley, Alameda County, California. LBNL is a multi-program DOE national research laboratory located on a 200 acre site owned by the University of California (UofC). The site is leased by DOE from the UofC under a set of leases. LBNL conducts key elements of DOE?s missions in science, energy, and the environment. In support of these missions, LBNL: (i) performs leading multidisciplinary research in the physical sciences, computing sciences, energy sciences, biosciences, and general sciences in a manner that ensures employee and public safety, and protection of the environment; (ii) develops and operates unique national experimental facilities that are available to qualified investigators; (iii) educates and trains future generations of scientists and engineers to promote national science and education goals; and (iv) transfers knowledge and technological innovations and fosters productive relationships between LBNL research programs, universities, and industry to promote national economic competitiveness. Anticipated funding for FY 2004 for LBNL, from all sources, is approximately $489,000,000. Current Laboratory programs are in Basic Energy Sciences, Advanced Scientific Computing Research, Nuclear Physics, High-Energy Physics, Biological and Environmental Research, Fusion Energy, Energy Efficiency and Renewal Energy, Civilian Radioactive Waste Management, Fossil Energy, Environmental Management, Policy, Planning and Analysis, Laboratory-Directed Research and Development, and University and Science Education Programs and associated Engineering. LBNL is a leading national science and technology research center which operates the following national user facilities: Advanced Light Source, Biomedical Isotope Facility, National Energy Research Scientific Computing Center, and the National Center for Electron Microscopy. A national nanoscience research center, the Molecular Foundry, is currently under construction at LBNL. Additionally, LBNL performs other non-DOE federal government, and other sponsored research that supports the Laboratory?s missions (notably those of the National Institutes of Health, the National Aeronautics and Space Administration, the Environmental Protection Agency, and Department of Defense, state government and industry). DOE anticipates that award of a new performance-based management and operating contract will be made in the last quarter of calendar year 2004 and is expected to include a 60 to 90 day transition period. All responsible parties are encouraged to consider submitting proposals in response to the solicitation. Interested parties are requested to submit an Expression of Interest directly to Tonja Stokes, Source Evaluation Board Executive Secretary, RFP Number DE-RP02-04CH11231, at e-mail address tonja.stokes@ch.doe.gov. There is no particular format required except that the proposed Offeror should be identified with the RFP Number. Expressions of Interest should be received at the specified e-mail address not later than 4:00 p.m. Central Standard Time on May 7, 2004. Any response does not commit or restrict interested parties in any way regarding their future participation in this process. Future information about this solicitation will be posted on DOE?s Industry Interactive Procurement System (IIPS) at URL http://e-center.doe.gov and/or FedBizOpps at URL http://fedbizopps.gov. A draft Request for Proposals (RFP), for comment, is expected to be issued in May 2004. The draft RFP will be open for questions and/or comments for approximately 30 days. An Information Conference is also expected to be held in the Berkeley, California area approximately two weeks after issuance of the draft RFP, the date and information for which will be posted at a later date. After issuance of the final RFP, expected in late June, a pre-proposal conference and a site tour will also be provided, the exact specifics for which will also be announced closer to final RFP issuance.
