Description
The purpose of this amendment 0001 is to change the RFQ response due date from 04/27/04 to 04/29/04. All other informationin this solicitation remains the same.***THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-17. ***The associated North American Industrial Classification System (NAICS) code for this procurement is 811219 with a small business size standard of $5M. All interested offerors may submit a quote. ***The National Institute of Standards and Technology (NIST), has a requirement for Contractor to provide air measurement and balance for a Siemens Apogee System 600 with the following specifications; LINE ITEM 0001: Quantity: 1 JB, The Contactor shall provide service to measure actual fan volumes, static pressure, and provide proper correction factors to the Siemens control contractor to enter into the program software (Software; Apogee System 600) Building 227. The correction factor shall calibrate the analog signal from the transducer to the software logic. The Technical Information Contact shall be there to witness every reading. Tasks: 1) Contractor’s Representative shall have prior experience with air balancing laboratory air handling equipment and laboratory buildings. 2) All work shall be performed during five consecutive days, Monday to Friday from 7:00 to 16:00. 3) Required work shall be finished by May 31, 2004. Contractor shall notify the Technical Information Contact in timely manner, for any delays or variance due to some unforeseen conditions at the earliest 4) The Contractor shall be responsible for all employees and sub-contractors following NIST and OSHA safety regulations. 5) Main Air Handler Systems: a) Contractor shall supply all labor and materials to read supply air volumes on 8 lab air handling units, supply air volumes on 4 office air handling units, return air supply on 4 return fans, and static pressure on the main air handler manifold at the transducer. b) Contractor shall provide Siemens Technical Representative with proper correction factors. c) The contractor shall coordinate with the Siemens Technical Representative for one lab air handler and one office air handler to verify the correction factor is calibrated at three different speeds: 50%, 70%, and 90% to insure correct display and control of the fans in the operating range of the fans. 6) General Exhaust Air Handler Systems: a) Contractor shall supply all labor and materials to read exhaust air volumes on all 8 general exhaust fans and static pressure on the exhaust manifold. b) Contractor shall provide Siemens Technical Representative with proper correction factors. c) The contractor shall coordinate with the Siemens Technical Representative for one exhaust air handler to verify the correction factor is calibrated at three different speeds: 50%, 70%, and 90% to insure correct display and control of the fans in the operating range of the fans. 7) Fume Hood Exhaust Air Handler Systems: a) Contractor shall supply all labor and materials to read exhaust air volumes on all 6 fume hood fans and static pressure on the main fume hood exhaust manifold at the transducer. The exhaust fans air volume shall be read from the roof for proper stack velocity. b) Contractor shall provide Siemens Technical Representative with proper correction factors. c) The contractor shall coordinate with the Siemens Technical Representative for one exhaust air handler to verify the correction factor is calibrated at three different speeds: 50%, 70%, and 90% to insure correct display and control of the fans in the operating range of the fans. 8) Booster Air Handler Units: a) Contractor will supply all labor and materials to read 14 Booster air-handling units. All supply drops will be read first on each booster unit and recorded. After fan volume has been read and changes made in program, drops will be read again to make sure there is no change in each drop. (The same volume of air before and after changes is required to keep building balanced. b)Contractor shall provide Siemens Technical Representative proper correction factors. 9) Contractor shall be responsible for making any penetration to the ductwork and plugging all holes after readings have been taken. 10) Contractor shall supply Technical Information Contact with a report of all readings and correction factors for all fans and all booster supply air drops. Delivery is required by May 31, 2004. ***Award shall be made to the offeror whose quote is the lowest priced technically acceptable offer. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Contractor’s prior experience 3) Past Performance 5) Price. *** Evaluation of Technical Capability shall be based on the information provided in the quotation. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information provided by NIST and its affiliates. Offerors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar services have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. Past Performance shall be evaluated to determine the overall quality of the service provided by the Contractor. Offerors with no relevant past performance shall not be evaluated favorably or unfavorably. *** The following provisions and clauses apply to this acquisition: PROVISIONS: 52.204-6 Data Universal Numbering System (DUNS) Number; 52.212-1 Instructions to Offerors-Commercial Items.
