Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N00140-04-Q-E830. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-14 and DFARS Change Notice 20030430. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. The NAICS code is 541549. This is a sole source action with Frontline Staffing Services. The FISC Norfolk Detachment Philadelphia Mechanicsburg Office requests responses from qualified sources capable of providing: [See Attached SOW]. Period of Performance is 90 days from issuance. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items ; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Quoters are reminded to include a completed copy of 52.212-3 ALT I with quotes. All clauses shall be incorporated by reference in the order. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price, a determination of responsibility and past performance. Addenda to FAR 52.212-1is DFARS 252.204-7004 entitled "Required Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html . All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. Quotes may be emailed to charles_hoyes@navsisa.navy.mil The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The quoter shall submit, as part of its quote, information on previously performed contracts or on-going contracts that are similar to the statement of work/item description in the solicitation performed for Federal, State or local Governments, and for commercial firms. Information shall be provided on either 1) all such contracts within the past three years, or 2) the last three such contracts performed, whichever is fewer, and shall be limited to the name and address of the organization for which the product was supplied and services were performed and the number (phone, fax or Internet) of a contact for each contract listed. The quoter should not describe past performance history in the quote. The information should include, however, discussion of any major problems encountered on the contracts listed and the corrective actions taken to resolve them. The information may also include a description of any quality awards earned by the quoter. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quote of a company with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the responses of other quoters. The quoter should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. The assessment of the quoter’s past performance will be used as a means of evaluating the relative capability of the responder and other competitors to successfully meet the requirements of the RFQ. The Government will give greater consideration to the contracts that the Government feels are most relevant to the RFQ. **********************SOW********************************** NAVY SUPPLY INFORMATION SYSTEMS ACTIVITY CUSTOMER SUPPORT GROUP, PUGET SOUND UADPS-SP APPLICATION SUPPORT REQUEST (Bangor Site) WORK REQUEST TASK Date 26 March 2004 1. Introduction. Customer Support Group (CSG) Puget has an Information Systems (IS) staff of approximately 21 personnel. About half the personnel are programmers and systems analysts, with the balance working on microcomputer support, database administration, networks, and administrative tasks. The IBM and Tandem mainframes are located at DMC Mechanicsburg and DECC San Diego. The servers are located in building 943 in the FISCPS compound at the Puget Sound Naval Shipyard (PSNS), Bremerton WA. 2. Organization. CSG Puget Site Manager is Maureen Blair and Alternate Site Manager is Leslie Siegman. Personnel support a variety of supply, logistics, procurement, and financial systems for FISC Puget Sound and its customers on several different platforms. 3. Technical Services Required. We seek a systems analyst who will support the application team on the IBM (3090) mainframe in the Uniform Automated Data Processing System (UADPS-U2) arena for a period of from one to four months. Estimated duration of the task is from 1 April to 30 June 2004, but the task dates may vary. If the task is completed earlier than 30 June 2004, we would have no further requirement for these specific services. The specific task is to cover duties of a journeyman supply systems analyst for the UADPS-U2 system during the temporary assignment of key personnel to the Enterprise Resource System (ERP) project at Annapolis, Maryland. This temporary assignment has placed additional workload on existing staff that cannot be absorbed. We have an emergent requirement for a qualified Systems Analyst for UADPS-U2 applications such as: replenishment, demand processing, files maintenance, dues management, and receiving. The employee must be proficient in Microsoft Office products in addition to supply and logistics processes. This person must be able to perform the following duties: a. Provide analysis for complex supply and logistics processes. b. Provide diagnostic support, correction, and recovery for application problems. c. Provide in-house support to the applications staff with regard to the IBM UADPS supply programs as needed. d. Provide and maintain program documentation, including logic narratives, flowcharts, and operational guides. e. Provide project management expertise for various projects, which includes assigning resources, creating and maintaining a Plan of Action & Milestones (POA&M), and tracking the progress of team members. f. Write point papers, training guides, and program trouble reports. 4. Task Start Date. Upon issuance. 5. CSG Puget Supplied Resources. CSG Puget will supply the following Government Furnished Equipment (GFE): a workspace with a telephone in an office environment, a workstation configured with the appropriate software to accomplish the required tasks, and available reference books. Additionally, the government will supply the contractor with all applicable written procedures and any hardware or software documentation that is required by the contractor for the identified tasks. A supervisory point of contact will be provided for any issues related to the contract. 6. Status Reports. The contractor will provide the supervisor with a written status report of progress on assigned tasks on a weekly basis. This can be in the form of an email. 7. Physical Requirements. Accomplishment of this task will require the contractor to be able to gain access to the FISC Puget Sound complex, including outlying sites such as the Intermediate Maintenance Facility (IMF) Bangor and the Manchester Fuel Depot. We will need the name, social security number, date of birth, and citizenship of each contract employee that will need access to our site in the performance of this task. A security clearance is not required to perform this task. However, the contractor will have access to Privacy Act information and must adhere to Privacy Act, Title 5 of the U.S. Code, Section 552a. Telephones are for official or emergency personal use only. This task will require the contractor to be on-site during normal business hours, Monday through Friday with a 30-minute lunch break. The contractor may be required to work occasional overtime if system implementations are scheduled during the contract period. The work being performed is within a secure building and access will be provided. The work will not require lifting above 20 lbs. 8. Point of Contact.
