Description
1.0 Subject Request for Information (RFI) regarding the sustainment of the Joint Computer-aided Acquisition and Logistics Support (JCALS) system infrastructure and applications software. This is the first of two interrelated RFIs posted on FedBizOpps. This RFI includes all JCALS sustainment requirements. The second RFI includes only sustainment of the JCALS logistics support activities, including the Government Network and Help Desk. 2.0 Background JCALS is a networked, geographically distributed, client-server information management enterprise providing integrated data management and acquisition/logistics business application support to the Department of Defense world wide. Currently, JCALS has Gove rnment-Owned Contractor-Operated Test facilities. The existing test suites are available for transition to the new support services provider. JCALS is an integrated system of developed and commercial-off-the-shelf (COTS) software products hosted on a COTS hardware and computing environment. JCALS employs multiple operating environments (UNIX and Microsoft Windows) and programming languages, consists of several million lines of source code, and integrates upwards of 60 COTS software packages. The governme nt owns the JCALS developed software source code but does not possess detailed engineering design/software design documentation. The APM is seeking to issue a contract for the following: 3.1 Logistic support activities: a. Network Operations and Help-Desk Support: Timely and efficient resolution of user questions and maintenance problems that occur at any point in the JCALS enterprise. The services provided include, but are not limited to, help desk support, systems admin istration support; administration of servers for web-based training; enterprise communications; enterprise data management system management; enterprise encrypted network management; software installation; and limited Continuity of Operations (COOP) capabi lity. b. Hardware Maintenance: Timely and efficient resolution of maintenance problems that require on-site support at Government and Contractor locations. The Contractor shall provide all required repair services and replacement parts to return equipment to ma nufacturer’s specifications. c. COTS Software Maintenance: Timely and efficient resolution of maintenance problems related to software furnished to the Contractor for performance of this contract. The Contractor shall provide remedial services and software vendor-supplied maintenance releases. d. Training Management, Administration & Conduct: The Contractor shall provide Systems Administration training for the identified platforms and COTS packages. In addition, the Contractor shall maintain current training course materials for the systems adm inistration and user web based training. e. JCALS Asset Management: The Contractor shall identify and maintain a current database of JCALS assets. The Government shall have the capability for read access and adhoc query 3.2 Sustainment of the JCALS software and enterprise architecture in support of system users' operational requirements. Associated tasks include: a. Investigation of system trouble reporting. b. Applications software maintenance including bug fixes and enhancements. c. Update and integration of COTS software packages. d. Software baseline configuration management/version control. e. Baseline build and test of executable software f. System security/Information Assurance engineering, design and certification support. g. Configuration management and engineering design support of the enterprise network and computing system architecture (See JCALS web page for enterprise architecture information). 3.3 The government estimates there will be a three-year period of performance (POP) at a funding lev el of approximately $7 million per year. Although an earlier award schedule is possible, the most probable POP is 1 October 2005 through 30 September 2008. 4.0 Requested Information The government seeks to identify potential qualified offerors for the sustainment of the JCALS system. Respondents are requested to describe their capabilities, including industry capability maturity certifications, and approach in meeting the government' s objectives. Respondents are also required to provide their experience in providing similar support services under government and/or commercial contracts along with three (3) contract references, including name and phone number of contacting officer. 5.0 Disclaimer THE INFORMATION IS FOR INFORMATIONAL PURPOSES ONLY. The information submitted will be analyzed and made available to the APM JCALS representatives and Government Support Contractor Personnel on an as needed basis. 6.3 Responses are requested by 12 May 2004.
