Description

The USDA requires a contractor to provide an independent and objective comparison of the two current merchandising systems (COPS and The Seam) with regard to sales revenues, operative costs, market access, and customer preference. The contractor will also conduct a study and provide an analysis of the cotton industry, as is relates to price discovery and price transparency. The contractor must demonstrate a working knowledge of commodities markets (including futures and options contracts) and Commodity Credit Corporation (CCC) marketing loan programs, and will assist Farm Service Agency (FSA) in gathering information and provide suggested alternatives to the current methods used for price discovery/transparancy. In conjunction with this study, the contractor will analyze FSA's current pricing methods and suggest improvements that would maximize returns to the CCC.
