Description
SOURCES SOUGHT REQUEST/REQUEST FOR INFORMATION: The OPNAV Fleet Readiness Division (N43) serves as the "Voice" for the Fleet readiness and is a strong advocate for readiness requirements. CNO N43 defines, develops and justifies readiness requirements to support Fleet aviation/surface/subsurface weapons systems. The purpose of this task is to provide Contractor Support Services (CSS) to three branches within the N43 Division. The three branches are OPNAV N430, Readiness Reporting, OPNAV N431, Surface/Subsurface Readiness Branch and OPNAV N433, Fleet/Battle Group Training Branch. OPNAV N430 is responsible for providing comprehensive analysis of Fleet Readiness metrics. The overall responsibilities include, but are not limited to: (1) Monitor fleet readiness and support decision makers with statistical and analytical analysis of readiness metrics; (2) Provide advocacy for OPNAV readiness programs and initiatives including executing overall responsibility for OPNAV fleet readiness policy and procedures; (3) Analyze and develop improvements to current readiness reporting systems including new metric development; and (4) Liaison to Audit agencies regarding readiness issues. OPNAV N431 is responsible for providing a comprehensive assessment of fleet readiness programs and assets, identifying requirements and providing analysis addressing the impact of shortfalls in funding. N431’s “policy” responsibilities include, but are not limited to: Surface/Subsurface Maintenance; Industrial capability; Naval Ordnance Maintenance; Maintenance Material Management; Regional Maintenance; Ship Disposal; Fleet Modernization Program; Navy Metrology and Calibration (METCAL) Programs; and Intermediate Repair of Foreign Ships. N431’s “requirements determination & advocacy” responsibilities include, but are not limited to: Depot/lMA/Depot Support Capabilities Plan; Ship Ordnance Maintenance; Ship Operations; Combat Logistics Force (CLF); Inactive Ship/Service Craft and Barges; Information Systems Management and Support; SUPSHIPS/FTSC/MPN/RPN; Direct Fleet Support; Navy Afloat Maintenance Training Strategy (NAMTS); Industrial Capability Support; Integrated Maintenance and Supply Systems; Navy Data Environment (NDE); Ship Maintenance Legacy Application Reduction Process; and Navy Automated Information Technology. OPNAV N433 is responsible for providing comprehensive assessment of fleet training programs and assets, identifying training requirements and providing analysis addressing the impact of shortfalls in training funding. N433's “requirements determination & advocacy" responsibilities include, but are not limited to: Training Ranges / Operating Areas; Flying Hours / Ship Operations for Training; Targets; Training Ordnance; Class “F” and “T” Courses / Schools; Fleet Training Support and Afloat Training Groups, Tactical Training Groups (TACTRAGRUs), Expeditionary Warfare Training Groups (EWTGs), etc.; Quantitative Fleet Feedback from Naval Exercises; Opposing Force (OPFOR) assets; Joint Exercise Program; Modeling and Simulation; Tactical Training Theater Assessment and Planning (TAP) Program; and Navy Range Office development. The contractor shall be required to provide to OPNAV N430 (Readiness Reporting), OPNAV N431 (Surface/Subsurface Branch), and OPNAV N433 (Fleet Battle Group Training Branch) the following technical and analytical support: (1) Provide the formulation, preparation and maintenance of assessment documentation for Fleet readiness programs. This includes documents required for Integrated Warfare Architecture Assessment, CNO PROGRAM Assessments, Capabilities Plans, Program Objective Memorandums, and related Planning, Programming and Budgeting System (PPBS) documents; (2) Provide management support, technical review and analysis of the fleet readiness requirements and resource application to provide current visibility of requirements, execution and trends. Monitor variances and recommend alternative courses of action where variances alter assessed risks; (3) Review and conduct studies, as directed of Fleet readiness documentation and evaluate data pertaining to Fleet readiness. Develop and modify mathematical models that link resource requirements to readiness measures. Make recommendations to ensure that input is included in appropriate Navy documentation; (4) Provide analysis of Fleet and Battle Group training including the areas of Navy Training Range optimization, Environmental Encroachment and Range Sustainability, Ordnance and Target programs for training, Range Instrumentation and Target Control, Modeling and Simulation, Performance Feedback Systems, and training associated with new platform acquisitions; (5) Provide a continuity focal point for Fleet and Battle Group training using technology to provide clarification and solutions to training program and readiness requirements; and with systems associated with validating and assessing those programs; (6) Provide program management support to assist in the timely development of a Strategic Enterprise Management System; (7) Identify and track key milestone events that pace the Navy readiness assessment process. Report potential deviations, recommend alternate courses of action and assess impacts. (Note: Navy will provide planning documentation and schedules); (8) Prepare cover letters and agendas for meetings and reviews. Record action items at these reviews. Prepare minutes, including action items, after these reviews. Track action item through closeout and issues to resolution; (9) Prepare presentations for program reviews, technical review, and issue resolution, budget hearings and information exchanges; (10) Review and analyze Navy provided Fleet readiness assessment documents and develop recommended inputs for briefings and presentations. Provide graphics support, prepare and produce briefing slides, metrics charts, etc. as required. (Microsoft PowerPoint/Excel/ Access, etc.); (11) Maintain and monitor Capability Plan databases. Analyze history and provide recommendations for future assessments; (12) Monitor performance for various program elements and provide inputs to analyses comparing stated requirements and actual versus planned. Depict variances above/below planned, detail actuals and summarize cumulatively over the period of performance; (13) Gather information, identify issues, provide recommendations and draft documentation to achieve overall goals for Navy Readiness planning; (14) Provide information and recommendations to respond to Congressional, DoD, other Government agency, media or industry inquiries and audits and for congressional testimony; (15) Facilitate IPTs, special advisory boards, off-sites, working groups, audit teams, etc. Provide support for reviews, conferences, briefings and other meetings; (16) Review, analyze and provide recommendations to utilize new assessment initiatives and best practices to improve areas within program management; (17) Provide administrative assistance and clerical support as necessary to support the branch; and (18) Perform Travel as required.
