Description
The Naval Facilities Contracting Office (NAVFACCO), Port Hueneme, CA intends to make a sole source award to the Division of Sponsored Research, Vanderbilt University to provide engineering services to support the Arctic Military Environmental Cooperation (AMEC) program in monitoring the progress of a study to be conducted by the Advanced Technology Research Foundation-Russia on the potential effects of airborne radiological contamination released from decommissioned nuclear submarines at Russia’s Pacific Fleet ports of Vladivostok and Petropavlovsk-Kamchatskiy. This study is related to the Radiation Safety of the Biosphere program, which was established to evaluate the radiological legacy of the Cold War. The work required will consist primarily of an expert in Russian nuclear submarine decommissioning and airborne radiological contamination making a monitoring trip about every two months to various locations in Russia to meet with the study’s authors and other involved parties. A status report will be required by AMEC after each trip to report on the status of the study’s progress, adherence to the study contract, and means of improving the progress and outcome of the study. The authority for this sole source procurement is cited in FAR 6.302-1, in that Vanderbilt University, Division of Sponsored Research is the only known source with the expertise, knowledge, related experience and skills required to provide these services. This is not a request for competitive quotes and no solicitation is available. Firms that believe can provide these services are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. The resulting contract will be a Firm Fixed Price type of contract.
