Description
NASA Ames Research Center has a requirement for the purchase of Nuance Communications speech recognition software and support. NASA/ARC intends to purchase the items from Nuance Communications, 1005 Hamilton Court, Menlo Park, CA 9025. This sole source is made under the authority of FAR Part 13.106-1(b), for the acquisition of supplies and services determined to be reasonably available from only one source. Nuance Communications is the only known source that has speech rcognition software which allows the use of unification grammar language models. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Scope of Work: The requirement will consist of one license key for 133 ports for the training and flight releases of the Clarissa system at use at NASA sites. The software support will provide tuning and optimization services for the Clarissa speech recognition component. This will include running analysis tools on the Clarissa grammars, and providing input on how the grammars might be altered to give better performance (speed and accuracy). Period of Performance: The period of performance will be for two years. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m.(PDT)on May 06, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
