Description
This is a solicitation for services. The announcement constitutes the only solicitation; and a written solicitation will not be issued. This solicitation is being issued as a Request For Quotation (RFQ) # BLS-04-19 in accordance to FAR Part 13, NTE $35,000.00. DESCRIPTION: Background: Currently the Bureau of Labor Statistics (BLS) publishes data based on an integration of data from two different sources, an Interview and a Diary survey, which comprise the Consumer Expenditure (CE) Surveys. Data from each survey are used in the publication of expenditures, but microdata analysis of expenditures often relies on using only one of the surveys. For both tabular publication and microdata use, two major concerns with the CE Interview and Diary data are the differences in the means and differences in the variances of expenditures for the same items collected in both components. The BLS is initiating a research project to examine the differences in the expenditure data collected in both the Interview and Diary. For this research, the BLS is seeking a contractor who can build on earlier research to examine differences in both the mean and distribution of similar categories in the Interview and Diary, and then provide guidance regarding the possible use of components of both surveys to measure total expenditures for publication and for use in the microdata. Scope of Work: The goals of this research are to use both Interview and Diary data to identify the major sources of bias in the measurement of expenditure means and variances (and other moments) for integrated survey estimates, and to provide recommendations for the best use of both surveys in economic analyses using the microdata. The contractor, in consultation with BLS, will conduct the following: • Calculate (levels of and trends in) the variances and covariances of a measure of non-durable expenditures and its components. • Using interview quality data (e.g., length of interview, use of receipts, recall period, frequency of purchase, etc.) for both surveys, identify the measurement error in each survey by sub-category, estimate the relative sizes of each type of error, and determine whether particular measures of quality can be used in reducing these measurement errors. • Determine whether there are any demographic differences between respondents of the Interview and Diary surveys, and if so the impact they have on their reported expenditures. ARTICLE I BLS INPUT: BLS will provide the contractor, if needed, any current BLS publications including relevant research, reports, data documentation, and, if needed, additional non-confidential data and/or tabulations of data. ARTICLE II PERIOD OF PERFORMANCE: The contract period shall be one year from the date of award. ARTILCE III DELIVERABLES: The following deliverables shall be completed within the timeframe stated below: Description Delivery Date: 1. A plan outlining the work that will be done (One month after award) 2. 10 Monthly progress reports by email (Each month after 1st month) 3. A draft report (Nine months after award) 4. A final report presenting the results (including a detailed description of the methodology used), and recommendations for the appropriate use of both surveys in the analysis of microdata (One year after award) ARTICLE IV TRAVEL: BLS may request a formal on-site presentation of the results. ARTICLE V FUNDING: The contractor shall submit a complete cost breakdown for all costs, labor category, travel, costs for data, etc. ARTILE VI SELECTION CRITERIA: Proposals shall be evaluated for technical merit in accordance with the following weighted factors (a total of 100 points): 1. Experience with using both the components of the Consumer Expenditure Survey data and conducting analysis using the CE microdata (50 points) 2. Knowledge of statistics, econometrics and consumer behavior (20 points) 3. Experience in performing economic and statistical research and analysis (10 points) 4. Past performance of research contracts (10 points) 5. Cost (10 points) NOTE: The offeror shall provide a list of their most recent contract customers, both Federal and non-Federal, relating to the work described under the Statement of Work. 1. Contract Number 2. Contracting Agency’s name and address 3. Contracting Officer’s name, address, telephone and e-mail adress 4. Total amount of the contract 5. Period of Performance Award shall be made with the schedule contractor that represents the best value to BLS and results in the lowest overall cost (considering price, special qualifications, administrative costs) to meet BLS’s needs. Interested persons may identify their interest and capability to respond to the requirement by submitting quotations. All quotes received within fifteen (15) days after the publication of this synopsis will be considered by the Government. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. All Quotes shall be submitted to BLS, Room 1830, 2 MASS. AVE. NE, Washington, DC 20212 no later 3:00pm EDT, --May 12, 2004, and be clearly marked with RFQ# BLS-04-19. If your response is not received by the date/time and at the location specified in the announcement, it will not be considered. No hand carried quotes will be accepted. Offerors may download the RFQ by accessing the FedBizopps website at //www.fedbizopps.gov All future information about this acquisition, including solicitation amendments, will also be distributed through the FBO site. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. Fax (202-691-6026) proposals are encouraged and must state name, address and solicitation number. An original copy of the proposal shall follow by mail. Quotations may also be submitted electronically provided that all the necessary documentation requested in this RFQ is included.
