Description
The National Oceanic and Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) proposes to negotiate on a sole source basis with the URG Corporation, Chapel Hill, NC for a model URG-9000A Ambient Ion Monitor, modified to accommodate gas sampling and analysis. The Ambient Ion Monitor will be used at CMDL?s Mauna Loa Observatory (MLO) as part of a joint study with the Environment Protection Agency?s (EPA), National Exposure Research Laboratory (NERL). The instrument is part of the EPA/NERL experiment investigating the transport and transformation mechanisms of atmospheric mercury in the remote North Pacific marine free troposphere. NERL scientists have developed instrument systems for the specific needs of this study, thus requiring the procurement of the URG-9000 to maintain consistency of study data. The Model 9000 Ion Monitor is the only EPA certified sampling system used for the network of NERL mercury research observatories. **** This procurement is being conducted under the authority of FAR Part 12, Commercial Items. No solicitation is planned. Responses to this announcement will be evaluated solely to determine whether or not a competitive procurement would be in the best interest of the Government.
