Description
Special Instructions for new FAR requirement: The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council has amend the Federal Acquisition Regulation (FAR) to require contractor registration in the Central Contractor Registration (CCR) database prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement. In addition, the rule requires contracting officers to modify existing contracts whose period of performance extends beyond September 30, 2003, to require contractors to register in the CCR database by September 30, 2003. The rule also revises the source list of supplies at FAR 13.102 to reflect statutory changes in 15 U.S.C. 644(g). The registration can be completed at www.ccr.gov. LAWN AND GROUNDS MAINTENANCE AND QUALITY REQUIREMENTS 1. DESCRIPTION OF WORK The Contractor shall furnish all necessary labor, materials, supplies, equipment and supervision to provide lawn, tree, plant and shrubbery maintenance as described herein for the Frank Carlson Federal Building, U.S. Courthouse, 444 S.E. Quincy, Topeka, Kansas and Social Security Administration located at 1201 Van Buren, Topeka, Kansas. No definite amount of work under this contract is guaranteed by the Government. 2. VISITS TO THE BUILDING It will be the responsibility of the Bidder/Offeror to inspect the performance site, determine the quantity of services involved, compare the specifications with the work to be done and inform themselves as to all conditions, including other work, if any, being performed. Failure to do so will in no way relieve the successful Bidder/Offeror from the necessity of furnishing any material of performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government. Arrangements for inspections may be made by contacting the field office Director, Frank Carlson Federal Building, U.S. Courthouse, Room 100, 444 S.E. Quincy, Topeka, Kansas. Telephone (785) 295-2500. 3. OUTLINE OF WORK A. Service All exterior work may be performed when the building is closed or during normal business hours by requesting permission from the field office. The Contractor shall furnish the field office Director with a list of telephone numbers where either he or his authorized representative may be contacted. In the event the Contractor fails to perform the contract requirements, the field office Director, or his representative, may procure or furnish, upon such terms and in such a manner, as he may deem appropriate, service similar to those omitted by the Contractor. Deductions will be made from any monies due or to become due the Contractor for additional cost involved in procuring or obtaining services omitted from another source. Equipment, materials, and personnel furnished shall be consistent with good utilization depending on the amount of work and type of treatment. The Contractor will keep necessary equipment and manpower at the site and continue with performance of the work until it is completed to the satisfaction of the field office Director. A Government-owned outdoor sprinkler system is used at both locations. Contractor will be responsible for operating the sprinkler systems. This includes physical operation of sprinkler system control panels, determining frequency and length of time for watering of plants, shrubs, trees and lawn area. The Contractor will be responsible to winterize the sprinkler system by draining and shutting the system down. Contractor will submit a written report to the field office Director, ensuring the sprinkler system is in good operational order. If repairs are necessary to fulfill the terms of the contract, they shall be reported to the Government and the field office will have repairs made. Any damage caused to the system by the contractor, such as breaking a sprinkler head with the lawn mower, shall be the responsibility of the contractor to repair or have repaired. When dead plants, shrubs, or trees are observed, Contractor will immediately remove the dead item(s). Replacement of dead material will be made immediately or in specified cases, when the proper time for planting occurs. B. SCHEDULING OF WORK Work under this contract may be performed during normal working hours 7:30 AM ? 4:30 PM, Monday through Friday, Government Holidays, excluded. If the Contractor desires to work other than during the normal working hours of the personnel in the building he will arrange with the field office Director for times and areas in which to work. C. REPORTING ACCOMPLISHMENTS/QUALITY CONTROL After award and no later than 7 days prior to the contract start date, the contractor shall provide the field office with a written quality control plan. The plan must state the contractor?s method to monitor and control the work methods and timing, ensuring the work meets all requirements of the contract. After work on the contract has started the contractor shall submit to the field office a report of the work performed. Such reports will specify the location where the work has been completed, for example: that (a) crabgrass herbicide has been applied, and (b) fertilizer has been applied at the Federal Building, 444 S.E. Quincy. The Contracting Officer?s designated representative will examine the Contractor?s work and work reports. 4. WORK REQUIREMENTS A. LAWN The Contractor shall fertilize, overseed, control/eradicate weeds/insects and mow so that the lawn does not exceed three (3) inches in height and presents a neat, green and healthy appearance at all times. B. PLANTS The Contractor shall fertilize, control/eradicate weeds/insects and prune shrubs, flowers and bushes so that they present a neat, healthy appearance at all times. Planters that contain mulch shall have the depth of mulch maintained at three (3) inches. C. TREES The Contractor shall prune, remove dead branches, fertilize and spray for disease/insect control so that they present a neat, healthy appearance at all times. Trees shall be pruned to keep branches off vehicles and above pedestrians in drives and sidewalks. 5. APPEARANCE Industry standards shall dictate the frequency of fertilization and spraying for insect infestation. The intent of this requirement is that trees, plants and flowers shall reflect a healthy, professionally maintained appearance at all times.
