- Aberdeen Proving Ground, MD has chosen to exercise its statutory priority under the Randolph-Sheppard Act to operate its food service contract for Aberdeen Proving Ground, MD (Aberdeen and Edgewood areas). It will be procured under the provisions of the Randolph-Sheppard Act, 20 US Code 107-107e. Under this act blind vendors are afforded statutory priority to operate cafeteria (dining-hall) contracts on Department of Defense properties.
