Description
17. SOURCES are SOUGHT to provide Research and Development (R&D) Advisory and Assistance Services (A&AS) for the AF Research Laboratory, Munitions Directorate, Advanced Guidance Division, Guidance Simulation Branch (AFRL/MNGG). Contract performance will include support in the areas of phenomenological modeling, advanced hardware-in-the-loop (HIL) digital simulation development, HIL test technology modeling, design, prototyping, fabrication and implementation including infrared, visible, LADAR and RF scene projection hardware, and HIL test planning, execution, and data analysis for the Missile Defense Agency (MDA) and other sponsors. This effort requires an in-depth knowledge of all aspects of HIL simulation design, development, validation, and utilization to support test development of guided munition systems and subsystems. It is anticipated that most work will be performed in the Kinetic Kill Vehicle HIL Simulator (KHILS) facility in building 13A at Eglin AFB, FL and the remainder in the contractor?s facility. Required DD Form 254 facility clearance level is "Secret". Based on past experience, this acquisition is expected to be unrestricted, except that it is limited to domestic sources (see numbered note 13). However, the Air Force reserves the right to consider a small business set-aside, or sole source, based on responses to this notice. Only one proposal may be submitted per prime contractor. It is anticipated that only one contract will be awarded, and award will be made without discussions, if possible. An Indefinite Delivery, Indefinite Quantity Task Order contract with labor hour rates and cost-reimbursable travel is anticipated. Anticipated period of performance is 5 years (featuring a 2-year base period with three 1-year options), beginning 1 Jan 05 if a new contractor is selected, which would allow for a 30-day overlap/training period. It is expected the contract will bear a maximum limitation of $49.9M, but that amount is not guaranteed. The solicitation is expected to be placed on the eps website in the late Jul 04 time frame. Proposals are expected to be due approximately 30 Sep 04. Contractors should submit for Government evaluation the particulars of their (1) capabilities (including their personnel and facilities; (2) business size and status (small business, small disadvantaged business, woman or veteran-owned, etc.) in accordance with (IAW) FAR 52.219-1 for NAICS 541710, 1000 people); and (3) experience (including past experience with similar efforts, technical reports, journal publications, technical meetings presentations, etc.) in the three areas of hardware-in-the-loop digital simulation support, target simulator development, and scene modeling and threat analysis. Responses to this synopsis must be received within 15 days from date of synopsis publication. Respondents to this notice will not be directly notified of the results of the evaluation. This synopsis is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the Government. Prospective contractors are also invited and encouraged to attend an Industry Day to be hosted by AFRL/MNGG and MNK on Wednesday, 12 May 2004, at 9:00AM in Bldg 13, Room 160. Availability is limited to a maximum of two representatives from each firm. A briefing and tour of the Kinetic Kill Vehicle HIL Simulator (KHILS) facility will be offered.
