Description
PLEASE NOTE THIS SOLICITATION IS NOT READY TO BE ISSUED AS OF THIS DATE. The Regional Procurement Support Office intends to issue a solicitation requiring operation and management of security services for the Embassy of the United States in Kabul, Afghanistan. These services are required in order to prevent unauthorized access, protect life, maintain order, deter criminal attacks against employees, dependents, and property and terrorist acts against all U.S. assets, and prevent damage to Government property. The Contractor shall furnish managerial, administrative, and direct labor personnel to accomplish all work as required in the contract. The Contractor shall support this effort with the appropriate infrastructure to provide for logistics support for its employees including billeting, subsistence, and protection of the Contractor work force. The estimated number of hours for all labor categories could exceed 800,000 hours per year. Anticipated performance is for one base period and two (2) one-year periods at the option of the Government. Major duties and responsibilities are to perform access control to limit entry to only authorized personnel or visitors, the operation of walk-through metal detectors, hand-held detectors, electronic and hydraulic barriers, utilize working dog and dog handler for detection of the presence of explosives or explosive devices and special monitoring devices. This will be an armed program with weapons provided by the Government. All security personnel except the Female Guards and Translators must be U.S. Citizens or Third Country Nationals (TCNs). The Contractor will be required to have a Top Secret facility clearance, issued by the Defense Security Services in accordance with DOD National Industrial Security Program Operating Manual, prior to contract performance. In accordance with 22 U.S.C. 4864, the Government will give preference in awarding this contract to offerors qualifying as ?U.S. persons? or ?U.S. Joint Venture Persons? and award the contract to the technically acceptable, responsible offeror with the lowest evaluated price. RPSO intends to issue subject solicitation in May 2004, hold a site visit and preproposal conference in June 2004. The closing date for receipt of initial offerors shall be 60 days after release of the solicitation with award planned in August 2004. THIS IS NOT A REQUEST FOR PROPOSALS AND THE SOLICITATION IS NOT AVAILABLE FOR RELEASE AT THIS TIME. The Solicitation, when finalized, will be available on the internet at www.statebuy.state.gov or https://state.monmouth.army.mil.
