Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued for solicitation number NOI4064. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Concern. The associated North American Industry Classification System (NAICS) Code 325414, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure on a sole source basis from Hyclone Laboratories Inc., the only known source to provide this Lot #ANM20277 for 500ml bottles of Fetal Bovine Serum (FBS) quantity 300; 12 months storage/4 shipments. The laboratory has used FBS from Hyclone for over 15 years and have found their FBS to be consistently of a very high standard that is absolutely required in order to maintain and propagate the large number of different cell lines and primary cell cultures with diverse biological specificities that are used in by over 40 investigators in the laboratory. One of the primary research efforts in our laboratory is the development of a vaccine against human immunodeficiency virus type 1 (HIV-1). We have developed an animal model system that utilizes viral infected rhesus macaques to assess the protective efficacy of potential candidate HIV-1 vaccines. The ability to culture primary peripheral blood mononuclear cells (PBMC) and in vivo differentiated macrophages isolated directly from rhesus macaques is critical to this effort. Culture of the primary cells is essential in order to evaluate the immunological responses in the animals to different vaccine regimens. Prescreening of specific FBS lots is required in order to insure that the FBS selected will allow for the growth of the primary cells as well as propagation of the virus in these cells. The screening process is very time consuming and requires specialized techniques to successfully isolate and properly culture these specific primary cell types from the animals. The in vivo differentiated macrophage cultures are particularly sensitive to having the proper reagents and culture conditions. The specific Lot #ANM20277 Fetal Bovine Serum from Hyclone indicated above has be screened in this regard and has been found to meet the criteria required to be used in our ongoing vaccine studies. As the vaccine studies can take over three years to complete, are quite expensive to conduct and are currently ongoing, continuity in the quality of this essential tissue culture reagent is paramount to the successful continuance of our vaccine research.
