Description
THIS IS AMENDMENT 0002 TO THE COMBINED SYNOPSIS/SOLICITATION FOR RAILROAD TURNOUTS, RFQ W914NS-04-Q-0164. 1.) For clarification purposes, the frog should be high hanganese cast steel hono block, welded with four (4) antennas at the four ends and these antennae (pieces of UIC60 rail) will be thermi welded later on at the site with the other parts of the turnouts. A section drawing of the special switch rail section "OR65" is of Russian manufacture and although it belongs to an old contract with a Russian company, it shall be UIC 60. Prospective offerors may request a copy of "Frog.pdf" for viewing. 2.) All track materials shall be according to UIC standards and only UIC standards will be accepted; turnouts manufactured to alternative standards will be rejected! 3.) With respect to the turnouts, U.S. content does not have to be 100 percent. 4.) The delivery schedule is hereby relaxed from 180 days ARO to a phased delivery of turnouts of a set amount per month over a period of 18 months ARO. Offerors are encouraged to propose an aggressive delivery schedule which will be evaluated by the Government. 5.) Appendix I in 3.1 of the "Requirements" section of the RFQ refers to the Railroad Turnout Styles which are listed as the "Performance Specifications for UIC Railroad Turnout Style 1:13" and "Performance Specifications for UIC Railroad Turnout Style 1:11" in the RFQ. 6.) Documentation may be provided after contract award or at time of first delivery. 7.) Normal inspection and inventorying will be done. 8.) No training or assembling assistance is required by the RFQ. 9.) Payment information and instructions will be provided to the successful offeror at time of award. 10.) Method of payment will be by direct deposit of U.S. funds into the awardees account after inspection and acceptance of delivered items. 11.) Two possible entry points (Umm Qasser and/or Rabiya) for delivery of the material are contemplated. The Iraqi railways will provide the transportation of the turnouts to final destination; the objective is to reduce the transportation costs to the minimum possible. 12.) The technical specification refer to "Point machine electric powered SP3 or SP6." Point machines are part of the signaling scope and this part is to be included in the scope of supply. 13.) Completed copies of FAR 52.212-3 are allowed as additional pages and will not count against volume restrictions. All other terms and conditions remains the same. The closing date of the RFQ remains unchanged.
