Description
The U.S. EPA, Office of Research and Development, National Homeland Security Research Center (NHSRC) intends to negotiate on a sole source basis with the Mitretek Systems under the authority of FAR Part 6.302-1 to provide expert advisory services in matters pertaining to rapid risk assessment and homeland security relating to biological defense and terrorism. The contractor shall provide expert scientific and technical advisory services to support the NHSRC research programs in the development of the tools and products to assist in protecting the environment, the public, first responders, cleanup personnel, and government officials before, during, and after a terrorist attack. The contractor shall provide support on homeland security issues related to detecting, treating, decontaminating, disposing, and assessing and communicating risks of chemical and biological agents used in a terrorist attack. This shall include matters pertaining to research concerning water security, safe buildings, risk assessment and threat analysis, particularly as they relate to the deliberate use of biological agents or toxins that impact public health and/or the environment as well as the cleanup activities associated with potential agricultural terrorist attack. The contractor shall apply in depth knowledge and experience in dealing with biodefense, and bioterrorism, and provide the ability to access other U.S. Government departments, agencies, academia, and the commercial sector to leverage their efforts in support of the homeland security research programs. This notice is not a request for proposals. EPA source research indicates Mitretek Systems is uniquely qualified to meet this requirement based on the fact that it is the only firm with an extensive list of experts in the areas of microbial and molecular studies, biodefense, bioterrorism, and agricultural threats, that meets the requisite skills, experience, and level of credibility required to advise NHSRC on these issues. Mitretek Systems Inc. is the only firm that has staff with unique knowledge and experience in Biological Warfare Defense Program, including personnel that have experience acting as scientific advisor to the National Security Council Office of Scientific and Technical Policy, advisor to the Defense Threat Reduction Agency for biological and chemical medical defense and modeling programs, the advisory council of experts for the Defense Intelligence Agency's scientific advisory group, Defense Science Board, USDA, and other related security programs in other federal agencies. There is no other firm known to have similarly experienced and qualified staff with extensive first hand knowledge and experience of interacting with the scientific and intelligence communities required to provide the expert advice required to support the NHSRC's research programs. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 15, Contracting by Negotiation. The applicable NAICS code is 541620. The anticipated award date is 7/30/04. See Numbered Note 26.
