- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a non-competitive basis with Honeywell Integrated Avionics Systems, Teterboro, NJ for integration of the Transfer Alignment System (TAS) for Consolidated Automated Support System (CASS). Efforts will include modification of the Honeywell Inertial Test Reference System (ITRS) device to provide Ship's Inertial Navigation System (SINS) data and strobe to a Carrier Aircraft Inertial Navigation System (CAINS) II device for initialization purposes. Additionally, Self Test will be improved to verify angular drift rates of the reference unit. Further, development of measurement fixtures for use in the alignment and measurement of mirror position with respect to the alignment pins of the holding tray will also be performed. Honeywell is the sole designer, developer and integrator of the TAS and the only known firm with the expertise, technical data and working prototype capable of providing the TAS. The Government does not own the technical data for the TAS unit. The authority for this sole source action is FAR 6.302-1: only one responsible source. This notice of intent is not a request for competitive proposals; however, all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government. No solicitation package will be available.
