Description
The Broadcasting Board of Governors/ International Broadcasting Bureau (BBG/IBB) intends to award a non-competitive sole-source contract to Integrated Security Technologies (IST) Herndon, VA to upgrade/expand the existing automated access control system at IBB Headquarters and other domestic locations. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C.253(c)(1), per FAR Subpart 6.302-1. IST's equipment is being procured pursuant to FAR 6.302-1(a)(2)(ii), because IST is the only known firm with the proprietary information and technical knowledge needed to ensure interoperability with IBB's existing automated access control system. IST's equipment has proprietary interfaces within and between systems, which are essential to satisfy IBB's operation and maintenance requirements. In addition, IST's other qualifications include: (a) certifications and partnerships with Microsoft and Netscreen Partner, (b) listed as an authorized Software House Dealer, and (d) certification as Ccure-800 Technicians. Consequently, IST is the only known firm with the capability to (a) upgrade/expand the existing automated access control system at IBB Headquarters and other domestic IBB locations by installing and testing new equipment; (b) integrate the new equipment and resultant system into existing encrypted Virtual Private Networks (VPN) tunnels; and (c) ensure interoperability with existing equipment and the in-place automated access control system. This Notice of Intent is not a request for competitive price quotations. Interested sources that respond to this Notice shall provide evidence within fifteen (15) days from the publication of this Notice of their ability to provide the required supplies/services. Oral expressions of interest will not be accepted. All written expressions of interest shall specifically reference this Notice by its title and date of publication. Any questions regarding this Notice shall be in writing and submitted to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. Any responses and/or other information received from interested firms responding to this Public Notice will be considered by the BBG solely for the purpose of determining whether or not to conduct a competitive procurement. This Notice of Intent is not a RFQ, RFP or an IFB.
