Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON) is conducting a market survey to determine the existence of sources (preferably who are currently operating in Iraq) who can fabricate, deliver and optionally install PAL VHF and/or UHF TV systems at frequency and power levels to be determined. The first installation must be completed not later than February 29, 2004. Based on this market survey BBG/IBB has a requirement, subject to the availability of funding, for a contractor to handle the fabrication and shipping, and optional installation, commissioning, operation and maintenance of at least five (5) television broadcasting systems in different cities within Iraq. Some or all of these systems may be installed, operated and maintained by others. This effort may include an option for same work in other countries for the BBG. The television systems to be supplied and optionally installed, operated, and maintained shall include complete systems, including but not limited to transmitters, transmission lines, antenna systems, masts, towers and shelters. The Government Furnished satellite receive program feed shall not be part of the above. Subject to exercise of appropriate options, the successful Contractor shall be required to provide all supervision, security, site-surveys, labor, broadcast and related equipment, tools, materials, documentation, supplies, services, permits, follow-on training, staging, assembly, packing for shipment, and shipping necessary to complete the installation (including any necessary associated design and/or fabrication), testing, commissioning, and bringing to full operational capability several highly efficient and highly reliable television transmitting systems. This market survey is for informational and planning purposes and does not constitute a request for proposal and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of this notification or otherwise pay for information or inquiry. Interested Sources shall identify their business size (i.e., small, large, etc.) and submit a comprehensive written "Capabilities Statement" that provides, at a minimum, the following: (1) minimum of five (5) years experience in the fabrication, shipping, installation, testing, commissioning, and sustained operation and maintenance of television broadcast systems; (2) prefer respondent with current on-going operations in Iraq, the starting and ending dates, and an unclassified description of such current ongoing operations in Iraq; (3) data sheets, brochures or other documentation clearly describing the proposed commercial VHF and UHF television broadcast system equipment sized for medium to large urban environments; and (4) a sample project plan to install an interim television broadcasting system on the roof of a Hotel in Baghdad within a nine (9) week period with project completion not later than February 29, 2004, including but not limited to a project schedule, bill of materials, description of activities, and budgetary estimate. This system shall include an interim PAL high VHF band (Band III) TV transmitter and omni-directional antenna system with sufficient gain to achieve an effective radiated power (ERP) of at least 4 kW. Emphasis is placed on minimizing transmitter power while keeping antenna size manageable for field installation on the roof. The IBB CANNOT guarantee security of any Contractor's personnel, tools, equipment, transportation, translators, conditions of installation locations, or other logistics and/or operational support and/or on-site personnel/physical security capabilities required to complete the above-stated work in a high quality and timely manner. To be considered in this market survey a written "Capabilities Statement" shall be submitted to the Contracting Officer at Broadcasting Board of Governors, Office of Contracts (M/CON), Switzer Building, Room 2527, 330 "C" Street, SW, Washington, DC 20237 by 2:00 p.m. Eastern Standard Time (EST), December 1, 2003. Submittals may be made by facsimile or courier; however, telephone responses are not acceptable. If determined to be in the best interest of the Government, interested and qualified sources responding to this sources sought notice may be requested to provide follow-up information. Contractors will be notified on whether their written "Capabilities Statement," as verified by the IBB is responsive to this notice. The BBG/IBB may make multiple contract awards without discussions to the respondent with the offer considered to be most advantageous to the Government based on the evaluation factors stated in the solicitation. A determination to compete, or not to compete, this proposed procurement based on responses to this notice is solely within the discretion of the Government. This notice is not a RFP, IFB, or RFQ.
