Description

This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) No. F63318. These solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The Standard Industrial Classification (SIC) Code for this acquisition is 8742 and the North American Classification System (NAICS) Code is 541611. The proposed acquisition is a total small business set-aside. The contractor shall perform as a management consultant and facilitator who has familiarity and knowledge of Food and Drug Administration (FDA) and Center for Food Safety and Nutrition (CFSAN) organization procedures. The contractor must possess the types of individuals that have human resource experience, as well as being a clinical psychologist and management consultant to facilitate these human resource issues between individuals and managers in CFSAN. The consultant will need to perform The Scope of Work, which is to include: Contractor shall work closely with Center for Food Safety and Nutrition (CFSAN) staff and other appropriate Food and Drug Administration (FDA) staff to develop and implement new or revised management procedures and processes as required by the Center: (1) Collect, review and analyze pertinent data on CFSAN system and propose new changes, (2) Analyze and evaluate existing management programs and systems and proposed new changes, (3) Establish timeframes and flowcharts for implementing any proposed changes within a timely fashion; (4) Work with CFSAN staff to convey the requirement for implementing any new changes and new procedures to the staff,(5) Assist in enhancing management/employee relations. Deliverables: The contractor shall submit the following reports/deliverables: (1) Three copies of monthly written progress reports which clearly indicate all activities and time spent on each, accomplishment to date, and problems encountered with actions taken to rectify them or propose solutions for solving them. (2) Three copies of Final Reports shall be a compilation of activities under the contract, any pertinent data collected throughout the project, any necessary back up material. The FDA intends to make an award immediately following this notice. The period of performance will be approximately ten (10) months. The following FAR Clauses shall apply to this solicitation: 52.212 Instructions to Offerors-Commercial; 52.214-4 Contract Terms and Conditions-Commercial Items; and 52.232-33 Electronic Funds Transfers.
