Description
Department of the Army, Defense Contracting Command-Washington (DCC-W), The Pentagon on behalf of the Assistant Secretary of the Army, Manpower and Reserve Affairs (ASA (M&RA)) intends to release a Request For Proposal (RFP) entitled 'United States A rmy Recruiting and Advertising Program.' This is a pre-solicitation notice. RFP No. W74V8H-04-R-0014 will be available o/a 30 April 2004. The NAICS code for this procurement is 541810. Army leadership is responsible for the readiness of the Army including its personnel readiness 10 U.S.C. 3013(b)(1). A matter of the highest public interest involves the Army's ability to recruit and retain the force necessary to meet national defense strategy requirements. The market dynamics recruiters continue to face are as challenging as any faced in the history of the All-Volunteer Force. Central to the Army strategy for recruiting success is the ability to maintain a strong national presence through an effective marketing communications program. The Army is attempting to identify its best full service advertising/marketing partner (for the future to provide the Army with the capability and services customarily provided by a full-service (through the agency's own office and/or in conjunction with partner agency resources ) and/or consortium marketing communications agency in order to support personnel recruitment and retention programs throughout the U.S. Army. Upon completion of market research the Army anticipates a contract award to one (1) prime full service marketing communications agency under full and open competition. The period of performance will be for a base period of one (1) year with four one-year options.
