Description
The VA Medical Center in Cincinnati, Ohio has an A/E Project to add a second and third floor to the Primary Care Addition currently under construction. The construction of the project will enable the relocation of all of the medical and surgical specialties that are spread throughout the facility on multiple floors into a consolidated more interactive work environment. The addition will add 13,900 square feet of clinical space on the second floor and will shell in 12,300 square feet on the third floor for mechanical space and future expansion. The work must include an passenger elevator, stairwell egress and life safety code requirements for the basement. The services may consist of, but are not limited to: pre-design and /or site evaluation reports, prepartation of design-build construction documents, partial construction documents (30%), or complete construction documents (100%), cost estimates, assistance during bidding, partial or full construction administration services for owned facilities. All work performed under this contract must utilize one of the three standard design programs, on CADD developed for the Veterans Affairs. All preliminary and construction documents must be CADD drawings, and maintain established VA formats. A/E firms interested in submitting qualifications for consideration must meet or exceed the following requirements, and will be evaluated accordingly: 1) Team proposed for this project ? background of the personnel; 2) Proposed Management Plan ? team organization; 3) previous experience of proposed team ? project experience; 4) Location and facilities of working offices must be within 75 miles of the Cincinnati VA facility; 5) Proposed design approach for this project; 6) Project control; 7) Estimating effectiveness; 8) sustainable design; 9) miscellaneous experience and capabilities; 10) awards; and 11) type and amount of liability insurance carried and litigation involvment over the last 5 years and its outcome. Firms that have the qualifications to perform the services described above are invited to submit a completed SF 255, Architect-Engineer and Related Services Questionnaire for Specific Projects, a completed SF 254, Architect-Engineer and Related Services Questionnaire, and a completed SF 254 for each of its proposed consultants. A single award will be awarded from this solicitation. The selection will be conducted by using the submitted SF 255 and the SF 254s. Interested firms with more than one office must indicate on their SF 255, the staffing composition of the office in which the work will be performed. The contract contains a requirement for firms to provide evidence of current insurance of $1,000,000 of errors and omissions per claim. This solicitation is a 100% small business set aside. For this procurement, the North American Industry Classification Systems (NAICS) code is 541330, ?Construction engineering services?and small business size standard is $4.0 million. The Government shall not be responsible for costs incurred in the preparation and/or submission of the templates, comments or information.
