- Notice of Intent pursuant to FAR 6.302-1, Only One responsible Source of Supplies or Services Will Satisfy Agency Requirements, Western Area power Administration, Sierra-Nevada Regional Office (SNR) intends to enter immediately into negotiations on a sole source basis with Golden Bear Express, Inc., Sacramento, CA; a woman-owned small business for System support for the SNR Power Billing and related IT systems. This system is mission critical to sure compliance with PO4 implementation. The knowledge of SNR's Power Billing System (PBS) architecture and related business rules precluse consideration of any other sources. THIS IS NOT A SOLICITATION OR INVITATION FOR BIDS. THE GOVERNMENT DOES NOT ANTICIPATE ANY RESPONSE TO THIS NOTICE OF A NON-COMPETITIVE ACTION. IF PARTIES INCURE COSTS ASSOCIATED WITH THE PREPARATION AND SUBMISSION OF A PROPOSAL, ANY COSTS INCURRED IN RESPONSES TO THIS ANNOUNCEMENT ARE THE SOLE RESPONSIBILITY OF THE RESPONDENT AND WILL NOT BE REIMBURED BY THE GOVERNMENT. All parties having the capabilities to perform the services desribed must provide a capability statement to be received within 3 days of publication of this announcement to Western Area Power Administration, ATTN: S.
