Description
The U.S. Department of Commerce (DOC), Commercial Law Development Program (CLDP), is conducting a full and open competition to acquire the services of a qualified U.S. Contractor to serve as a resident advisor (RA) in Kiev, Ukraine. The RA will provide technical assistance (acting through CLDP) to the Government of Ukraine (GOU) and will plan and coordinate technical assistance to be conducted by CLDP on World Trade Organization (WTO) issues to further Ukraine?s accession process. The Contractor will provide guidance on the obligations of WTO membership, including all annexes, and on how the obligations relate to the Ukrainian trade and commercial regulatory system. The RA must maintain close liaisons with U.S. and Ukrainian negotiators to ensure that the advice and assistance provided meet the needs of the WTO accession and compliance processes. The base period of performance for this contract is six months from the date of award with option periods for additional services not to exceed five years after contract award. The place of performance for this contract is in Kiev, Ukraine for the entire duration of the contract. RESPONDENT CRITERIA: (1) Experience working in-country directly with foreign officials on WTO accession process. (2) Experience living and working in countries in the former Soviet Union. (3) Master, JD or PhD in related field with a minimum of 10 years of specialized experience with the WTO. (4) Working knowledge of the Russian language. RESPONSE REQUIREMENTS: Interested contractors are requested to submit a brief capability statement (not to exceed (2) pages) which address each criterion set forth above. The Government will review and evaluate timely received capability statements and those contractors who meet the Respondent Criteria will be deemed ?qualified.? The Government will then furnish each qualified contractor with a solicitation. The Government may enter into discussions with qualified contractors after receipt of capability statements and after receipt of proposals. If the Contracting Officer determines that such discussions are necessary, the Government will notify qualified contractors of the date/time for such discussions. For the sake of clarity, the Government may communicate with qualified contractors at any point during evaluation of the capability statements and proposal evaluation process. The Government also reserves the right to award without discussions at the Contracting Officer?s discretion. An interested contractor must submit copies of his/her capability statement before 12:00 PM, April 27, 2004, EST. The capability statement must specifically and comprehensively address the Respondent Criteria and must be submitted via email to Su Chang, Contract Specialist, at Schang@doc.gov. It is anticipated that the solicitation will be issued by April 29, 2004. It is the responsibility of the Offeror to assure receipt of the capability statement by the Government on or before 4:00 PM, April 27, 2004 EST. Any capability statement received after this date will not be considered. All correspondence regarding this notice must be in submitted in writing to Su Chang at Schang@doc.gov.
