Description
The National Geospatial-Intelligence Agency (NGA) announces a Fiscal Year 2004 competition for research into new approaches to the Automated Data Extraction (ADE) Problem. NGA expects to make awards in several specific research topics including: (1) Radar Based ADE; (2) Neuroscience Enabled Geospatial-Intelligence Initiative, and (3) Non-Literal Spectral Processing, Exploitation and Analysis (PEA). NGA expects to make award in each of the three specific research topic areas. The number of contracts awarded is subject to the availability of funds, but it is anticipated that multiple awards will be made this year. NGA intends to have a three-stage procurement process. Offerors are asked to submit full proposals for the Government to evaluate. As soon as the proposal evaluation is complete, the Offerors will be notified of the selectabilty or non-selectability of their proposal. Selected proposals will be considered for funding. All awards will be based on merit competition. Depending on the quantity and quality of proposals received, NGA may elect to not make any award(s) under individual research topics. Each contract is awarded for a base period (typically 12 to 24 months) and up to three one-year options (primarily intended for transitioning research to practical application.) The Broad Agency Announcement (BAA) with all the information can be found at the NGA web site (www.nga.mil). The BAA will be posted on about 27 April 2004.
