Description
The proposed effort is for the acquisition of 298 each Auxiliary Power Unit Power Take-Off (APU/PTO) Clutches, Part Number 3617950-1, NSN: 3010-01-515-8483, applicable to the AH-64 Apache helicopter with option of 224 each. The authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Federal Acquisition Regulation (FAR) 6.302-1, entitled Only one or a limited number of responsible sources, and no other supplies or services will satisfy agency require ments. The proposed acquisition is limited to Honeywell International Inc., Defense & Space, Commercial and Government Entity Code 02LU7, (99193) facility code, 1300 West Warner Road, PO Box 22200, Tempe, AZ 85285-2200. As sole manufacturer and design authority of the AH-64 Apache APU, Honeywell maintains the exclusive engineering, design, manufacturing, and test expertise associated with the APU PTO Clutch. Due to the safety of flight issues associated with the legacy AP U clutch, it has been determined to be in the best interest of the Government to replace all existing clutches with the newly designed APU/PTO clutch. Because AMCOM Integrated Material Management Center cannot support this effort with the redesigned clutc h in a timely matter, it is imperative that the Government obtain the new redesigned clutch by the most expeditious means available. Initial U.S. Army assets will be made available through existing contract requirements contained in the R&S/Recap contract for 341 each, APU/PTO replacement clutches. In order to force retrofit the remaining U.S. Army fleet, 251 additional clutches require accelerated delivery. Direct procurement from Honeywell vice acceleration of current contract options is the most econ omical and advantageous means of acquisition. Interested parties should identify themselves in writing to the Contracting Officer. All responsible sources may submit a proposal, which shall be considered by this agency. See Note 22.
