Description

The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with EnduraTEC Systems Corporation, in Minnetonka, Minnesota for an upgrade to the existing EnduraTEC ElectroForce ELF 3200 Test Instrument previously purchased from EnduraTEC. ***Sole Source determination is based on the need for the upgraded Software, Hardware, Saline Environmental chamber, and Submersible Gram Force 10 lb and 500g Load Cells to have complete compatibility with the existing ElectroForce ELF 3200 Test Instrument. EnduraTEC is the only vendor who can provide an upgrade to their custom designed, proprietary ELF 3200 Test Instrument while maintaining absolute compatibility with the existing equipment. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 90 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by April 23, 2004. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
