Description
The Naval Air Warfare Center Weapons Division, China Lake intends to procure on a competitive basis Commercial Off-The-Shelf (COTS) armor samples, an armored parts kit for the AH-1W helicopter, and engineering services supporting the kit installation on the AH-1W helicopter. The minimum performance specifications for the COTS armor parts includes being capable of completely protecting against penetration from 7.62x39mm projectiles at 2600fps (both ball and API) and against penetration from 7.62x54mm projectiles at 2900fps (both ball and API). Areal densities for armors should not exceed seven pounds per square foot. In addition, the COTS armor parts must be capable of being installed on complex shapes and be able to be installed in the field at the squadron (organizational) level. Where armor parts are designed to be attached to existing helicopter parts, the COTS armor parts must be readily removable. Or, if the contractor chooses to provide a replacement part, made of armor, then it must be possible to remove the armor and reinstall the original part. A site visit is required. The contractor is responsible for viewing, measuring, and obtaining dimensional information for specific areas of the AH-1W Cobra helicopter during the site visit (tentatively scheduled for the week of 10 May 04) at Camp Pendleton, CA. Drawings and conceptual sketches of the specific helicopter areas will be available during the site visit. Note that Potential offerors will be required to sign a Non-Disclosure Statement prior to receiving copies of Bell Helicopter drawings. Blank Non-Disclosure Statement forms will be available upon e-mail request (dell.hledik@navy.mil), and at the site visit at Camp Pendleton, CA. Offerors must make prior arrangements for this site visit by e-mail (dell.hledik@navy.mil). Delivery complete five months from award of contract. FOB Destination. A Request for Proposal (RFP) will be posted and available electronically on or around April 30, 2004 at the following Internet site: https://contracts.nawcwd.navy.mil/rfp-nawc.htm. It is anticipated that multiple (2) awards will be made utilizing Commercial Best Value Source Selection practices. The Best Value Criteria will be provided with the RFP.
