Description
This is a market survey to locate sources for image intensifier based long wave infrared fused night vision goggles, Enhanced Night Vision Goggle (ENVG). THIS IS NOT A REQUEST FOR PROPOSAL. The United States Army has a need to equip Special Forces, Reconnaissance/Scout squads, and high priority units with enhanced night vision capability beyond that available through current night vision goggles. The system shall be a lightweight, helmet (PASGT and ACH) mountable monocular device comprised of an image intensifier and long wave infrared imaging channel, a helmet mount, a helmet mountable battery pack, and associated optics and electrical control dev ices. The system shall be utilized during all phases of combat missions and training exercises, and will provide the individual soldier with the ability to execute assigned missions in all light levels and in dirty battlefield conditions. The system shal l be interoperable with currently fielded aiming light devices, to include the AN/PEQ-2 and AN/PAQ-4. Total system weight, including batteries, shall not exceed 2.0 pounds. The system shall operate with both the image intensifier and thermal channels operational for a minimum of 7.5 hours on one set of batteries. The system shall have a field of view of 40o for the image intensifier component and no less than 22o diagonal FOV for the thermal sensor component. The system shall have the image intensifier sensor in line with the optical axis of the soldier's eye, and shall allow easy, rapid adjustment betw een the right and left eye. The system shall provide soldiers the capability to recognize at 150 meters with 80% probability and 300 meters with 50% probability given a detection, a standing, walking, tactically deployed person under no light, star light, and obscured (smoke) battlefield conditions. The system shall be operational in the cold, basic, and hot climatic environments described in Army Regulation AR 70-38. Additionally, the system shall be able to operate in those environments to be encountered by today??????s Army, including high humidit y, extreme temperatures, all forms of precipitation, immersion to 3 feet for 30 minutes, salt water, blowing sand and dust, high altitude temperature pressure, an EMI rich environment, transportation shock and vibration (air, sea, ground vehicle), and be s afe for use. The ENVG shall provide operators the ability to display imagery from either sensor of both sensors combined. Further, the operator shall be able to independently control sensor gain and mix (ratio) of image intensifier to thermal sensor imagery. The ENVG shall allow the soldier to focus from 10 inches to infinity, and be equipped with an illuminator for use in no light environments. The illuminator must be positively controlled to prevent inadvertent activation. The system shall not be acoustically dete cted at any range greater than 10 meters.This is not a Request For Proposal (RFP). This request is limited to contractors currently manufacturing systems capable of providing a system meeting the specified requirements. No partial or developmental system s will be accepted. Potential suppliers must submit technical information (white paper), no later than COB 22 April 2004, to Project Manager Soldier Sensors and Equipment; Product Manager Sensors and Lasers; ATTN: SFAE-SDR-EQ-SEN (Mr. Greg Patrick, 703-70 40139, e-mail: [gregory.patrick@peosoldier.army.mil]); 10107 Beach Rd / Bldg. 325; Fort Belvoir, Virginia 22060-5800. In order to minimize the magnitude of white paper preparation and review process, the technical information shall not exceed more than 1 5 pages, and shall include at least a picture of a completed physical system (line drawings and mockups to include SLA models are not acceptable). The white paper shall include detailed descriptions of the major components of the system, to include the im age intensifier, thermal camera, display, and optics and identification of their associated suppliers. The white paper shall also contain a detailed system description and measured performance values for the following: a) Detection range of a man-sized target in no light, star light, and obscured (smoke, fog, dust) conditions. b) Total system weight (including batteries) c) Battery life d) Compatibility with rifle mounted aiming lights e) Thermal camera start up time f) System image intensifier resolution g) System image intensifier gain h) Magnification i) Distortion (to include type) j) Registration of combined sensor output imagery k) Integrated thermal camera: 1.Pixel Count 2.Pixel Size 3.NEDT 4. MRT (specify lens f number utilized when measured) 5. Frame Rate, including designation of mode (interlace or progressive scan) l) Integrated Image Intensifier: 1.Signal to Noise Ratio 2. Gain/EBI 3. Halo 4. Resolution (low light and high light, center and periphery) 5. Photocathode diameter m) Display: 1. Resolution 2. Brightness 3. Pixel size 4. Power consumption 5. Viewing angle The white paper shall also summarize any results (if measured) from the following environmental tests: a) Temperature extremes and thermal shock b) Transportation vibration c) Functional shock d) Temperature-altitude e) Humidity f) Immersion g) Explosive atmosphere h) EMI/EMC i) Reliability
