- Description
- The following Indefinite Delivery Type Contract (IDTC) is anticipated; Trousers, Flyer's, Extreme Cold Weather, CWU 18/P. NSN 8415-01-065-4956(s). The base year is for Min 660/Max 1,000. Two one-year term options will be included for the trousers with a Min 300/Max 1,000 for both options. This procurement will be issued as Unrestricted. Trousers will be procured FOB destination to SNT (New Cumberland, PA). Applicable specification for the Trousers, Flyer's 18/P is MIL-T-83385 dated 13 March 84, Amended 22 Jan 85, with pattern dated 23 December 97. Copies of the spec can be found at http://assist.daps.dla.mil. The PGC code is 00683. Production lead-time is 180 days after date of award with 6 deliveries. Best Value/Source Selection procedures will be utilized. Offerors are to submit their technical proposals with documentation for the following technical factors: Product Demonstration Models (PDM), Past Performance, Socioeconomic Considerations, DLA Mentoring Business Agreements, and Javits-Wagner-O'Day Act. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
