- This is a combination synopsis solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6; as supplemented with additional information included in this notice. The Government intend s to award a Firm Fixed price contract for Instructional Development and Design (IDD) Services at the Mobile District Corps of Engineers, Mobile, AL. Commercial item provisions 52.212-1,2,3,4,5 apply. It is anticipated that an Indefinite-Delivery/Indefi nite Quantity contract will be for awarded for a base and four one-year option periods, in the estimated amount of $100,000 per year. The award will be based on a best value method, trading management and technical capabilities against price. Instruction al Design personnel provided under this contract shall have a graduate level degree of Masters or higher in Instructional Design, or a student in the last semester of an Instructional Design and Development Masters degree program and must be grounded in te chnology based instruction and multimedia applications. The Government anticipates requiring 8 to12 each Instructional Designers during each 12 month period. The requirement for each designer is estimated at approximately one half man-year during the sam e 12 month period. All work with the exception of Contractor Project Management shall be performed at the Mobile District Corps of Engineers Readiness Support Training facility or off site location as directed by the Contracting Officer or designated rep resentative. This procurement is 100% set-aside for small business. The small business size standard for which is a business, including its affiliates whose average annual gross revenue does not exceed $6.0 million for the past three years under NAICS 611710. The solicitation will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Governmentâs best interest. Therefore, offerors (to include subcontracto rs and Dodge/Plan Rooms) are required to self-register their firm or office on the Internet and download the solicitation at the following site: http://www.sam.usace.army.mil/sam/ct. NO TELEPHONE, FAXED, E-MAIL OR MAILED requests will be accepted. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firmâs physical address, telephone (including area code); a valid fax number and a point of contact. All notifications of changes to th e solicitation will also be made through the Internet. The request for quotation will be available for downloading on/about 13 April 04 with a closing date of on or about 11 May 04.
