- Description
- NASA/LaRC has a requirement for CARBON COMPOSITE LASER DIODE ARRAY SUBMOUNTS. NASA/LaRC intends to purchase the items from Materials and Electrochemical Research Corporation, Tucson, AZ. MER is the only known source capable of meeting this requirement. MER via a unique process utilizes the co-processing of the carbon composite material with high density 3-D graphite foam. This concept has resulted in high thermal conductivity in the x, y and z axis. This process allows for high yield bonding that effectively transfer the heat from the bars to the submount. Sole Source authority is FAR 13.106-1. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to both of the identified points of contact not later than 4:30 p.m. local time on April 22, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
