Description
The U.S. Army ARDEC, Business Interface Office is seeking sources to provide a 105mm tube and breech, commonly referred to as cannon, for Foreign Comparative Testing (FCT) in support of the Enhanced Forcible Entry Cannon (EFEC). Cannon to be supplied with a recoil mitigation and stand-alone platform suitable for ballistic firing of the cannon at elevation angles from ?5 degrees to +70 degrees. The U.S. Army intends to acquire two complete cannon platforms to support extensive testing of the item for potential application to the EFEC and Non-line of Sight Cannon (NLOS-C) Systems. The cannon should have the capability when combined with an existing propellant charge and pre-formed fragmenting projectile to demonstrate commensurate range and lethality as the current U.S. 155mm weapon systems. The cannon must require minimal technological development and demonstrate the capability of being downsized to a weight and range to meet or exceed the emerging requirement of the EFEC. The cannon will potentially be the central component for multiple indirect fire support systems on towed and self-propelled platforms. Delivery of items for assessment is scheduled for the first quarter in Government Fiscal Year (GFY) 05 with conclusion of the test effort in the first quarter of GFY 07. Key performance parameters include an unassisted indirect fire maximum range of a pre-formed fragmenting (PFF) projectile shall be no less than 20 kilometers (threshold); 24 kilometers (objective); shall be capable of achieving a Circular Error Probable (CEP) of less than 0.3 percent and a rate of fire of 8 rounds/minute (threshold); 10 rounds/minute (objective). Please advise if your product is a commercially available item. Proprietary and/or classified information will be protected as denoted with submission. Interested firms should submit literature/brochures not exceeding twenty (20) pages describing their technical capabilities, item design details and operational characteristics, production capacity (monthly sustainable production rate, maximum production rate, timeframe for first and subsequent deliveries), location of manufacturing facilities and unit production costs. This information may be mailed to Robert Pipchick, Contract Specialist, U.S. Army, Picatinny Center for Contracting and Commerce, AMSTA-AQ-APB, Building #9, Picatinny Arsenal, NJ 07806-5000. This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding to support current or future development efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Respondents will not be notified of the results of this survey or results of information submitted. Please submit your responses no later than April 22, 2004.
