Description
DESCRIPTION: This is notice of the Government's intent to award a five (5) year contract for the below described services, to the Alaska Soil and Water Districts. If anyone believes that they can offer the below-described services in accordance with the Sikes Act, th ey may contact the person listed below. The purpose of this offering is to establish relationships, responsibilities, and activities to repair, rehabilitate, maintain and upgrade training areas and range facilities for optional management of public lands under military control in Alaska. US Arm y Garrison, Alaska (USAG-AK) manages over 1.6 million areas of public land. USAG-AK must manage its lands in accordance with all environmental laws, such National Environmental Policy Act (NEPA), Endangered Species Act, Clean Water Act, Sikes Act, etc. C ompliance with these regulations requires stewardship of the natural resources and training facilities on military installations and applications of the data in management decisions. For the purpose of conducting erosion control and land rehabilitation work the Alaska Soil and Water Conservation Districts (SWCD) are uniquely qualified. The Districts are chartered by the Alaska Department of Natural Resources for the express purpose o f providing soil and water conservation measures to the people and agencies with each of their districts. Each District is affiliated with the U.S. Department of Agriculture Natural Resources Conservation Services, the Federal agency experts in soil scien ces. As such, the Soil and Water Conservation Districts bring to each project both Federal and State experts to plan, design and oversee the implementation of each project. General Requirements: Provide technical assistance through employees or qualified personnel who have the expertise necessary to carry out the purpose of this contract. The assistance will include, but is not specifically limited to: (a) layout, design, specification preparation and evaluation of conservation practices; (b) implementation of conservation practices; (c) development and installation of erosion control structures; (d) conduct earthmoving, grading, fertilizing, reseeding, and mulching as ne cessary to repair, revegetate, maintain or upgrade training areas, range facilities or range roads; (e) provide the necessary engineering technical services to ensure that the reclamation/erosion control work being conducted by both USAG-AK and/or the Soil & Water Conservation District is being executed as required to prevent soil, erosion and verify the long-term effectiveness of this portion of the LRAM program; (f) develop self-help programs on Army installations in order to carry out construction activi ties; and (g) develop training programs designed to train Army personnel in vegetation enhancement and/or control and stewardship of training lands. Also must: (a) enter into consulting agreements or subcontracts with other qualified personnel/agencies who have the expertise to assist in the execution of the contract; (b) work with other SWCD's US Department of Agriculture Natural Resources Conservation Service, and the Alaska Department of Natural Resources Plant Materials Center as necessary; (c) purc hase equipment, software, materials and provide maintenance and repair of equipment that is required to carry out the contract. The equipment purchased under this contract will be used to satisfy the objectives of the contract. USAG-AK will reimburse the SWCD for purchase price of required equipment and materials and cost of the maintenance and repair of said equipment necessary for project completion. Any equipment and material with a value of $2,500, purchased under this contract shall become property o f USAG-AK at the completion of contract.
