- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. Solicitation FA6703-04-Q-0007 is hereby issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. The procurement will follow simplified acquisition procedures in FAR Part 13. The applicable standard industrial code (SIC) for business size determination is 3484 with a size standard of 1000 employees, and NAICS 332994. The DPAS rating is DO-A5. Dobbins Air Reserve Base, (Marietta) Georgia is soliciting quotes for the following commercial items: CLIN 0001: 15 ea, Mobility Weapon Rack for M4 Carbines, Patriot Manufacturing PN PSAR820M4A, 0002: 92 ea Mobility Weapon rack for M240/M249 Machine Guns, Patriot Manufacturing PN PSARCSAW240 to be shipped to 30 different locations within conus. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, shall apply along with Defense FAR Supplement (DFARS) 252.204-7004 Alternate A, Required Central Contractor Registration (CCR). Evaluation of quotes will be in accordance with FAR Clause 52.212-2, Evaluation-Commercial Items. Quotes shall include a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications--Commercial Items. FAR Clause 52.212-4, Contract Terms and Conditions--Commercial Items shall apply and is incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, shall be incorporated into any contract resulting from this notice. Applicable clauses cited in 52.212-5 are 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-33. Applicable DFARS clauses are 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, 252.225-7036, Buy American Act-North America Free Trade Agreement Implementation Act, 252.232-7003, Electronic Submission of Payment Requests. Any prospective offeror must be enrolled in the Central Contractor Registration (CCR) database to be considered for award of any Department of Defense (DoD) contract. Enrollment may be accomplished electronically at: http://www.ccr2000.com. All qualified parties should submit a written quote, including a Dunn & Bradstreet number, to 94 CONF/LGC, 1538 Atlantic Avenue, Dobbins ARB, GA 30069-4824. Quotes must be received by 2:00 P.M. (EST), on 12 April 2004. Telefaxed quotes will not be accepted. All quotes shall reference RFQ FA6703-04-Q-0007 and must contain all required documentation.
