- Notice of Contract Action This is a notice of a contract action. The Electronic Combat Development Program Office (ASC/AAN)is contemplating the issuance of delivery order 0007 under Basic Ordering Agreement F33657-01-G-2088 with: Raytheon Company Goleta, CA 93117-3114 Background: This current effort is part of an ongoing risk reduction effort. Provide risk reduction to the design and fabrication of a non-pyro RORI Fiber Optic Decoy Magazine prototype. Requirements: Complete the design of a non-pyro RORI magazine, and fabricate and demonstrate a working RORI prototype which meets the contractor?s requirements established as a result of the RORI feasibility study. Provide a detailed LCC analysis comparing the use of a RORI magazine configuration versus the existing expendable decoy configuration. Goal: As a goal, the prototype shall demonstrate ten reel-out reel-in cycles with a hardened towline on a test aircraft while monitoring high voltage and fiber optic continuity. Acquisition Environment: The statutory authority, which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c)(1), as implemented by FAR 6.302-1(a)(ii) Only one responsible source and no other supplies or services will satisfy agency requirements.
