- Description
- This notice replaces the Presolicitation Notice issued under R-OPC-00604. The Department of Housing and Urban Development seeks a contractor to provide Alternative Capital Financing Technical Support for the Office of Policy, Program, and Legislative Initiatives (OPPLI) and the Office of Public Housing Investments (OPHI). HUD seeks firms with expertise in bond financing, community banking, mixed-financing, public housing financing, subsidy layering, multifamily housing finance mechanisms, loan guarantees and low income housing tax credits to leverage investment. A comprehensive understanding of the financial aspects of HUD's housing programs, including project-based management and accounting, would be helpful but is not essential for assisting HUD in reviewing and analyzing PHA bond-financing and other proposals. The contractor shall provide technical assistance and analytical support services to assist with the planning, development, and initiation of new financial structures to address the capital needs of Public Housing Agencies (PHA's), as well as support for the OPHI's Capital Fund Financing Program in reviewing PHA bond financing proposals. The period of performance will be for 12 months from the date of award with 2-12 month options. The NAICS code for this procurement is 541611. The solicitation will be available on or about April 30, 2004. A Pre-proposal Conference will be held in Washington D.C. approximately 15 calendar days after solicitation release (estimated pre-proposal - May 14th).
