- NASA/GSFC plans to issue a draft request for proposals(DRFP)for follow-on services to establish and operate a NASA Institute for Advanced Concepts (NIAC). These services are currently provided under an existing contract that expires in February 2003. The follow-on contract will have a potential period of 5 years, including basic and option periods. The purpose of the NIAC is to provide an independent, open forum for the analysis and definition of space and aeronautics advanced concepts to compliment the advanced concepts activities conducted within NASA. The contractor will manage the solicitation, selection, award and progress of concept study contracts. The purpose of the DRFP is to elicit critiques from industry on the facility of the DRFP to describe the Government's requirement in such manner that will lead to award of a contract that will deliver the services required. Any suggested improvements may be incorporated in the final RFP which will be released at a later date. The DRFP will be available only in electronic form on the Internet at http://genesis.gsfc.nasa.gov/procure.htm on or about the week of November 11, 2002.
