Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation number RFQ-8742 is hereby issued as a Request for Quotation. This effort is not set-aside for small business. The North American Industry Classification System Code is 333314 and the small business size standard is 500 employees. The Smithsonian Astrophysical Observatory requires a 6 inch plane wave phase measuring interferometer, complete with phase modulated reference, control and processing electronics, control and processing software including metrology data analysis software, computer, TV monitor, and 640 x 480 pixel TV camera. The instrument is capable of achieving lambda/10000 2*sigma repeatability (lambda = 633nm), resolution better than lambda/8000 (double pass). The interferometer optical system will have an optical zoom range of at least 6:1. The interferometer is capable of acquiring pahse data in 140 ms or less (this includes acquiring all necessary phase step data to produce a final phase map). Finally, the system should weigh less than 100 lbs, and have its optical axis horizontal. Additionally, all transportation/shipping costs are required to be included in the quote. GSA items shall be noted as well as the GSA contract number. Delivery is 6-8 weeks ARO. FOB destination Smithsonian Astrophysical Observatory, 1815 Massachusetts Ave, Cambridge, MA 02140. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.212-1, Instructions to Offerors ? Commercial Items (Jan 2004). Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999). Evaluation factors are technical capability, price, and delivery schedule. Each offeror shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items (Jan 2004) with the quotation. FAR 52.212-4, Contract Terms and Conditions?Commercial Items (Oct 2003) and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Mar 2004) apply to this acquisition and are incorporated by reference. An addendum to FAR 52.212-4 is attached to this synopsis/solicitation. Submit signed and dated quotations to: Smithsonian Observatory, 60 Garden St M/S 22, ATTN: EJ Dotts Ref: RFQ 8742, Cambridge, MA 02138 at or before 3 PM local time, 8 April 2004.
