- Sources Sought Announcement For Tethered Balloon ISR Platform. This announcement is a request for information. The United States Special Operations Command (USSOCOM) is seeking information from sources that feel they are capable of providing off the shelf deploying Intelligence, Surveillance, and Reconnaissance (ISR) sensors using a tethered balloon concept. The information sought through this Sources Sought supports USSOCOM requirements for Special Reconnaissance. All offerors products will be evaluated to determine the effectiveness in demonstrating the ability to place an ISR sensor at a predetermined altitude for up to five days, and be capable of transmitting real or near real time images to aircraft, other flying platforms or ground installations. This is a Sources Sought and does not commit the Government to award a contract under the above listed terms, nor is the Government responsible to pay for samples or information received. A cutoff date of 3 May 2004 is established for the submission of responses.
