Description
This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued in accordance with FAR Part 12. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-21. The requirement is for Integrity Management System Engineering, Installation and Training for the Defense Threat Reduction Agency (DTRA), Fort Belvoir, Virginia. The solicitation contains the following Contract Line Item Number (CLIN) 0001: The Contractor shall provide installation and configuration of a Tripwire for Servers/Tripwire for Network Devices system comprised of no more than one (1) Tripwire for Servers Manager license, two (2) Tripwire for Servers agents, one (1) Tripwire for Network Devices Console, and two (2) Tripwire for Network Devices agents. For the Tripwire for Servers the contractor will: Assist in installing one (1) Tripwire Manager license; Assist in deploying two (2) Tripwire for Server agents; Assist in assessing and validating the servers that will have agents installed; Assist in creating objects, rules, and properties; Assist in creating directives, variables, rule blocks and stop points; Assist in distributing and updating policy files; Assist with initialization of the database files; Assist in performing integrity checks; Assist in setting up scheduling of integrity checks; Assist in updating the database; Ensure knowledge transfer for these events to the Agency's IT IS contractor. For the Tripwire for Network Devices, the contractor will: Assist in installing one (1) Tripwire Console; Assist in deploying two (2) Tripwire for Network Devices agents; Assist in assessing and validating the Network devices that will have the agents installed; Assist in creating, distributing, and updating policy files; Assist with initialization of the database files; Assist in performing integrity checks; Assist in setting up scheduling of integrity checks; Assist in updating the database; Ensure knowledge transfer for these events to the Agency's ITIS contractor. During the term of the contract the contractor shall deliver the following: Comprehensive report with instructions for deploying Tripwire for server agents and Tripwire for Network Devices; Policy File configuration; Tripwire Manager and Console configuration settings. The provision at 52.212-1, Instructions to Offerors ?Commercial Items, applies to this acquisition. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with the proposal. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The SIC code for this acquisition is 7371. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation provide the best value to the Government, price and other factors considered. The following technical factors shall be used to evaluate offers, not listed in order of precedence: (1) Technical capability of the items offered to meet the agency need; (2) Quality of items; (3) Meet or exceed delivery date of 30 days after receipt of order (ARO), of all components; (3) Licenses, support and maintenance including renewals; (4) Price; and (5) Past performance. All questions regarding this solicitation must be submitted in writing and must reference the solicitation number. All Proposals must be received in this office by 12:00 p.m. EST on 16 April 2004, addressed to the Attention of Ms. Charmaine DeMercado and reference the solicitation number. All Proposals shall include the following contractor administrative data: (1) Commercial and Government Entity (CAGE) Code; (2) Data Universal Numbering Systems (DUNS); and (3) Tax Identification Number (TIN).
