- Request for Information: NASA/ Stennis Space Center (SSC) is seeking ideas, strategies, and information from potential offers concerning the future construction of an integrated First Response Facility. The First Response Facility will be a 41,000 sq foot single story facility, which will serve as SSC?s single focal point for all emergency and incident response. It will house the Center's Fire Department, Security Department, Emergency Operations Center, Energy Management and Control Systems, and Medical Clinic. The facility will provide services to the total Stennis Space Center community including NASA rocket propulsion test, industrial shop, laboratory, and administrative facilities, and to non-NASA tenants. The facility must be expandable to accommodate a possible doubling of the Center's total population from 5,000 employees to 10,000 employees in future years. Currently, the construction of the building is planned to begin mid FY2005. The project is currently 90% designed and SSC is only seeking industry comments pertaining to the following areas: NASA desires industry comments to optimize: a. Facility construction, b. Total facility commissioning, c. Environmental compliance, energy conservation, and LEED certification d. Safety, e. Security, f. Daily operations of the facility, g. And flexibility to meet future Center growth. This Request for Information (RFI) is for planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. This is not a Request for Proposal, NASA intends to use the information gained from this RFI to finalize construction, procurement, and outfitting planning. Specifications and Drawings will only be made available on CDROM. Requests for copies shall be made by email to the Bid Distribution Office: jason.f.edge@nasa.gov or you may fax your request to (228) 688-1141. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted. An organized site visit has been scheduled for April 27, 2004 at 9AM CST. Participants will meet at the South Reception Center, Stennis Space Center, MS. The anticipated release date of the specifications and drawings (on CDROM) is on or about April 9, 2004. Responses to this Request for Information must be submitted to NASA/SSC no later than 3:00 PM CST, May 14, 2004. Responses must be submitted in Microsoft Office formats of Word, Excel, and/or PowerPoint as is most appropriate to convey the particular type of information submitted. Direct electronic response by e-mail transmittal is preferred; however hard copy and/or CD submission is acceptable. Electronic response must be formatted for printing on standard 8.5" x 11" paper, and hard copies must be submitted on 8.5" x 11" paper.
