Description
The General Services Administration is requesting proposals from renewable electric generation suppliers to provide renewable energy certificates (RECs) to GSA facilities in the States of Rhode Island and Massachusetts and an EPA Lab in Narragansett, Rhode Island. The successful offeror will supply RECs that are Green-e certified for a contract term of one (1) year beginning on May 1, 2004 with two one (1) year options available. An additional extension period of up to six (6) months is available. The annual REC requirement for the solicitation is 6,700,000 kWhs divided into two separate pricing groups. The Government will be giving preference to RECs being generated in the States of Massachusetts, Connecticut, and Rhode Island. Two different assessment factors will apply to RECs generated outside of MA, CT, and RI depending on where the RECs are generated. Pricing Group 1 will only consider RECs generated in the solicitation's Zone 1 and 2. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest price for RECs for each pricing group and meets the solicitation's minimum technical requirements. Multiple awards will be considered. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on April 22, 2004 at the GSA Bid Room (see solicitation for address). Pricing will be submitted in accordance with the solicitation on April 27, 2004 no later than 10 a.m. This procurement is being conducted on an unrestricted basis.
