Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-04-Q-2780. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. This is 100% set-aside for small business. Size standard is 750 employees NAICS: 334220. The Naval Undersea Warfare Center Division, Newport, Newport, RI has a requirement to purchase a video camera system to be installed onboard an Unmanned Surface Vehicle (USV). The camera(s) system must conform to the following specifications: Must provide both simultaneous 360o field of view (fov) for situational awareness and a forward-looking 45o field of view that is sleable 360o . Requirements particular to the simultaneous 360o fov camera system include: Must have the ability to view (detection/classification) a buoy (4.5??? x 2???) at 1000 yards. Requirements particular to the forward-looking/slewale camera system include: Must be able to detect a target (3??? wide x 4??? high) maintaining a 50 kt speed of advance at 4000 yards while the USV is maintaining a speed of 50 kts (100 kts relative speed); Must be trainable to a point on a video screen (true and/or relative); and must possess the ability to train on a moving target. Requirements common to both camera systems include: Must have a stabilized view; must have auto-focus/auto-contrast capabilities; must have a manual-focus capability; must have infrared capabilities to enable night-time missions; must have on/off mode capability; must have an adjustable frame rate of between 1 and 30 frames per second; must be ruggedized and marinized; must operate from a 28 Volt DC supply; and must have sufficiently low weight as mounted on the arch, or alternatively the weight must be distributed between camera sub-systems. Requirements for the entire camera system: The weight of the entire camera system cannot exceed 40 lbs. The camera system has to be integratable to the video server provided by Indocomp Computer, DSP H264 video server boards, and western data com routers. Qty: 4 video camera systems.
