- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Dahlgren Division, Naval Surface Warfare Center, intends to purchase on a sole source basis filter leak-testing equipment from ATI, 11403 Cronridge Drive, Owings Mills, Maryland 21117-2247. The equipment is used to leak-test filters that are installed as part of Collective Protection Systems (CPS) that are designed and installed by NSWCDD, Code B57. The specific equipment includes TDA-2H Digital Photometers, TDA-2GA Analog Photometers, 2H and 2GA Scanning Probes, and TDA-5B and TDA-6C Aerosol Generators. ATI is the sole manufacturer and distributor of these specific items. NSWCDD has purchased this ATI leak-test equipment previously and must purchase additional quantities in order to provide consistent results across all of the systems. No other source is expected to acquire the special tooling needed and manufacture the filter leak-testing equipment that is interchangeable with the ATI equipment. Items are to be priced FOB Destination Dahlgren, VA. Award is anticipated by 9 April 2004. Award is to be made under Simplified Acquisition Procedures (FAR 13) by the Naval Surface Warfare Center, 17320 Dahlgren Road, Dahlgren, VA 22448-5100.
