Description
Request For Developer Applications For an Enhanced Use Leasing Initiative at Picatinny, New Jersey InSitech is a non-profit new Jersey based corporation selected by the US Army Armaments Research Development and Engineering Center (ARDEC), Picatinny Arsenal New Jersey to perform various partnership intermediary services IAW 15 USC 3715. In pursuing these services, InSitech will coordinate the interests of State economic development authorities, local municipalities, corporations and industries that are specific to the technological development of Picatinny Arsenal. One of the services InSitech is planning to perform for Picatinny is to facilitate a comprehensive Enhanced Use Leasing Initiative at the Picatinny military installation. The Army proposes to lease to InSitech, who will sublease by one or more leases at fair market value, 120 acres and 100K sq. ft. of non-excess facility space for commercial use as laboratories, educational/ training, light manufacturing, and administrative facilities. It is envisioned that the leased real property assets will be developed/renovated to support a Hi-Tech/University Park that will house businesses and educational facilities that are consistent with and complement the mission of Picatinny. In support of this effort, InSitech is seeking requests for applications from developers (or development teams) interested in the planning, design and development of the 120 acres and 100K sq. ft. of existing non-excess space at Picatinny Arsenal, New Jersey. InSitech will competitively select a developer/development team in accordance with the selection criteria contained in the request for developer applications. Upon the Army's approval of the selected developer, InSitech will be awarded a Conditional Notice of Lease Award. At this time, InSitech and the selected developer will collaboratively work with the Army to develop a Business and Lease Plan for the proposed site development. Upon completion of the Plan and final approval by the Army, a lease or leases will be negotiated and executed to implement the Plan or portions thereof. In no event will InSitech, the Army or Picatinny be responsible for the payment of any fees or have any liability to the developer for the plan or work product generated in developing the Plan. The goal of this leasing and site development initiative is to facilitate the most effective and efficient utilization of Picatinny's real property assets and capture that value to enhance Picatinny's mission capability. The proposed site development, if implemented, will facilitate the transfer of technology between the military and commercial sectors, enhance the mission capabilities of Picatinny Arsenal, and encourage the further development of new technological research capabilities through the collaboration of academia, government, and the private sector. The Technology park development would also promote and provide a solid foundation for the economic growth of Morris County and the State of New Jersey. The valuable real and intellectual property asssets at the Picatinny installation, coupled with the local progressive-minded business community, make this initiative a ready made opportunity for a developer to lead the way in national military base re-invention. A Request for Developer Applications for this action will be available for viewing and response starting April 2, 2004 on InSitech's website at www.InSitech.org. April 23rd, 2004 is the closing date for submission of the Request for Developer Applications. Completed responses to the request (six copies) must be received Not Later Than (NLT) 3:00pm EST. Application packages should be mailed to: InSitech Incorporated, c/o Mr. Carmine Spinelli, P.O. Box 382 Wharton, New Jersey 07885. FAXED and e-mailed application packages will not be accepted.
