Description
This presolicitation notice is hereby amended from an intended FAR Part 15 type of contract to a FAR Part 12 type of contract. Therefore, the Government will use the policies contained in FAR Part 12. Numbered Note 26 is hereby deleted. Only Numbered Note 23 will apply. Presolicitation Notice Initial Acquisition: A firm fixed price type of contract is contemplated. Plan to initiate a 3 year basic requirements contract for initial spares replenishment for J85-05R. May consider Option years. The item and estimated quantities are as follows: CLIN 0001: NSN: 2840-01-490-1337OK; P/N: 5125T85G01; NOUN: Case, Augmentor; DIAM: 48 INCHES LONG, OUTSIDE DIAMETER OF APPROXIMATELY 19 INCHES FUNCTION: The purpose of the case, augmentor constitutes the major structural portion of the J85-05R engine afterburner and supports the variable exhaust nozzle. It is the cylindrical encasement for afterburner flame and hot gases. PREDOMINATE MATERIAL: A286 Alloy Steel Sheet Stock, AMS 5525. APPLICATION: J84-05R engine; QTY: BEQ of 94; DELIVERY: 10 per month beginning 30 Nov 04. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. APPROVED SOURCES are Dynamic Gunver Technologies and General Electric. QUALIFICATION REQUIREMENTS: Qualification requirements are set forth in the OC-ALC Source Approval Information Booklet. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested person may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. It is suggested that small business firms or other interested in subcontracting opportunities in connection with the described procurement make contact with the firms listed. Based on market research, the Government is not using the policies contained in FAR part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
