Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ-4024. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21 dated 03/26/04. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 325414 and the small business size is 500 employees. The Rocky Mountain Laboratories (RML), Laboratory of Human Bacterial Pathogenesis (LHBP) has a need to take two current genome assemblies and have them updated into the ERGO server, perform ORF calling, generate a linear map for each, update the RML ERGO server with the new genome information, and prepare and submit the data to GenBank for public release. Independently, and not as an agent for the government, the contractor shall provide to LHBP services from qualified and experienced personnel. Labor categories shall include: Project Manager, Bioinformatics Scientist, Software engineer, Technical Personnel, and others as may be suggested by the vendor and approved by the Project Officer. Files must be compatible with, transferable to and readable by the Bioinformatics software and RML computing systems and infrastructure which involves a Finch server, ERGO server and other RML systems, which are PC, MAC and Unix/Linux-based. This is a one time work effort to take approximately forty-five (45) days, where the final product will be updated information in the RML ERGO server, with new automated orf calls, and preparation and submission of genome data to GenBank. The deliverables shall be as follows: 1) The contractor shall use their proprietary tools and algorithms to update the ERGO database with the latest genomic DNA sequence information provided by the LHBP for the two genome sequencing projects. The data provided to the contractor from the LHBP shall be in Fasta file format, this shall be completed no later than ten (10) days after receipt of data by the contractor. 2) The Contractor shall update the ORF calling and perform automated annotation of both the genomes provided by the LHBP no later than six (6) days after completion of step 1. 3) The Contractor shall generate Linear Chromosome Maps of both genomes. Based on updated genomic data present in the ERGO server, the maps shall be publication-quality linear genome maps for the main chromosome of each genome. Features present on the linear map shall be comprised of leading and lagging strand orfs, differentially color coded, on different lines, GC-skew shall be shown on a different line, orfs that differ shall be color coded on a different line, RNA molecules shall be color coded on a different line, known mobile genetic elements color coded on a different line, known and putative virulence factors on a different line. The maps shall be completed no later than four (4) days after completion of step 2. 4) The Contractor shall update genomic data for both genomes to the RML ERGO sever following completion of genome update and re-annotation effort no later than two (2) days after completion of step 3. 5) The Contractor shall prepare the two genomes for GenBank submission no later than seven (7) days after completion of step 4. Following RML Project Officer approval of these files, the contractor shall make any necessary changes to the annotation as directed by the Project Officer and prepare and submit the sequence and annotation information of the main chromosomes to GenBank. The submission to GenBank shall be completed no later than seven (7) days after the Project Officer?s approval of the specified files. The Contractor shall perform the actual submission process, and RML shall be provided with all accession information following the submission of the two chromosomal sequences to GenBank. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52-212-4 Contract Terms and Conditions-Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.242-2 Production Progress Reports; FAR52.244-2 Subcontracts; FAR52.246-2 Inspection of Supplies-Fixed Price; FAR 52.227-14 Rights in Data-General. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications-Commercial Items. Award will be based on: The capability to meet the above stated salient characteristics, delivery, past performance and price. Offers may be mailed or faxed to the POC indicated above (Fax - 406-363-9489). Offers must be submitted not later than 4:30 PM (MDST) 04/30/03. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
